The Role:
This position is ideal for an individual passionate about empowering those making a positive difference in the world. The HR Business Partner for the Southeast Asian Archipelago and Melanesia will possess a global perspective, foster effective relationships, and focus on solutions. Reporting to the Regional Director, this role will work closely with Country Directors and Country Program HR/Operations Managers while collaborating with Global HR to implement regional policies and initiatives.

In addition to enhancing capacity across various country programs, this individual will oversee daily Human Resources operations for smaller country programs lacking a dedicated in-country presence, alongside the regional office in Singapore. Furthermore, this role will engage with WCS Global managers and staff in areas such as Talent Acquisition, Compensation and Benefits, Employee Relations, HR Operations & Systems, and Learning & Development. The role is dynamic and will adapt over time to meet the evolving needs of HR and WCS Global.

Key Responsibilities:
The responsibilities of this position include, but are not limited to: Oversee the recruitment and selection process for regional and country-level roles, ensuring job descriptions are precise and effective, managing postings, screening applications, coordinating interviews, and preparing and extending offers. Act as the primary HR partner to the Regional Director and Country Directors, developing regional HR strategies aligned with the region's goals. Facilitate the onboarding process for key regional and country-level staff. Update and implement HR manuals, policies, and toolkits across the region to ensure effective, efficient, fair, and transparent processes while promoting equal opportunities. Ensure compliance with local labor laws in collaboration with legal counsel and labor offices as necessary. Develop, review, and update regional human resources policies and procedures to ensure they are effective, efficient, fair, and transparent, covering all aspects from recruitment to staff exit, including compensation, performance management, and staff development. Ensure local compensation and benefits practices align with organizational reward strategies. Collaborate with the Total Rewards team and country-level HR leads to update salary scales, maintain accurate job descriptions, level jobs appropriately, and support the salary review process. Work with the HR Director and Finance to budget for competitive compensation and benefits. Analyze and report HR data to support benchmarking and the development of HR strategies and solutions. Ensure all internal and external reporting requirements are met through the provision of management information and HR country returns. Provide HR operational support for the region and its country programs. Enhance HR knowledge, expertise, and capacity by leveraging internal and external resources. Collaborate with leadership and employees to foster a positive work culture in line with WCS's Code of Conduct and address any issues that arise. Ensure HR considerations are integrated into all decision-making processes and comply with local labor regulations and donor requirements where applicable. Solicit feedback and recommend improvements as necessary. Coordinate an effective performance management process in alignment with WCS's global Talent framework. Provide daily operational HR support to WCS staff and managers in locations without a dedicated in-country HR function. Identify staff training needs, organize relevant training programs, and implement a global orientation program in collaboration with WCS's Talent Center of Excellence. Build HR capacity within the region to ensure HR serves as a partner to regional and country management and staff. Manage staff complaint processes, including issues related to violations of WCS HR policies and Code of Conduct, in accordance with WCS core values. Stay informed on HR trends through continuous learning, certifications, and maintaining an active network of HR professionals within and outside the NGO sector. Complete any additional HR duties as assigned.

Qualifications:

Bachelor's degree required; relevant master's degree preferred. Minimum of 10 years of progressive HR experience, including exposure to all HR areas and at least 3 years as an HRBP or equivalent. Experience supporting HR activities throughout the employee lifecycle from recruitment to separation, and developing and implementing HR processes, policies, and procedures. Proven success as an HR generalist supporting employee groups across multiple locations in a regional context. Demonstrated ability to build relationships at all levels, including negotiation and influence. Resourceful and proactive in prioritizing issues and executing solutions. Strong collaborator with effective interpersonal and analytical skills, capable of working seamlessly across countries, cultures, and organizational units. Proven ability to manage and meet competing deadlines in a fast-paced, high-volume environment; adept at problem-solving and decision-making. Proficiency in English is required. Proficiency in one or more languages from the region is a plus. Professional HR certifications such as SPHR, GPHR, or CIPD are advantageous. Willingness to travel approximately 20-30% to WCS offices and field locations across the region.
