In addition to enhancing capacity across multiple country programs, this individual will oversee daily Human Resources operational activities for smaller country programs lacking a dedicated in-country presence, as well as the regional office in Singapore. Furthermore, this individual will work alongside WCS Global managers and staff in areas such as Talent Acquisition and Management, Compensation and Benefits, Employee Relations, HR Operations & Systems, and Learning & Development. The role is designed to evolve over time to adapt to the changing needs of HR and WCS Global.

This is an opportunity for an HR professional dedicated to supporting individuals who are positively impacting the world. WCS seeks a dynamic, organized, and diligent team player who is proactive and client-service oriented. The role requires HR experience in the region and proficiency in English.

Key Responsibilities:
The responsibilities of this position include but are not limited to: Oversee the recruitment and selection process for regional and country-level roles, ensuring job descriptions are precise and effective, managing job postings, screening applications, coordinating interviews, and preparing and extending offers. Act as the primary HR partner to the Regional Director and Country Directors, developing regional HR strategies aligned with the region's goals. Facilitate the onboarding process for key regional and country-level staff. Update and/or implement HR manuals, policies, and toolkits across the region to ensure efficient, fair, and transparent processes while promoting equal opportunities. Ensure compliance with local labor laws in collaboration with legal counsel and/or labor offices as necessary. Develop, review, and provide feedback on regional human resources policies and procedures, ensuring they are effective, efficient, fair, and transparent, promoting equal opportunities from recruitment to staff exit, including compensation and benefits, performance management, and staff development. Ensure local compensation and benefit practices align with organizational reward strategies. Collaborate with the Total Rewards team and country-level HR leads (where applicable) to update salary scales, maintain current job descriptions, accurately level jobs, and support the salary review process. Work with the HR Director and Finance to budget appropriately for competitive compensation and benefits. Analyze and report HR information to support benchmarking and the development of HR strategies and solutions. Ensure all internal and external reporting requirements are met through the provision of management information and HR country returns. Facilitate HR operational support for the region and its country programs. Build HR knowledge, expertise, and capacity leveraging internal and external resources. Partner with leadership and employees to foster a positive work culture in alignment with WCS's Code of Conduct and to address any issues. Ensure that HR considerations are integrated into all decision-making processes and comply with local labor regulations and donor requirements where applicable. Solicit feedback and recommend improvements as appropriate. Coordinate an effective performance management process in line with WCS's global Talent framework. Provide daily operational HR support to WCS staff and managers in locations without a dedicated in-country HR function. Identify training needs of staff, organize relevant training programs for employees, and implement a global orientation program in coordination with WCS's Talent Center of Excellence. Enhance HR capacity within the region to ensure HR can effectively partner with regional and country management and staff. Manage staff complaint processes, including issues related to violations of WCS HR policies and Code of Conduct, in accordance with WCS core values. Stay informed on trends in the HR field through continuous learning, certifications, and maintaining an active network of HR professionals within and outside the iNGO sector. Complete any other HR duties as assigned.
