Position Overview

As a pivotal leader in our organization, you will oversee intricate IT initiatives, ensuring the delivery of high-quality outcomes that align with business objectives. You will collaborate closely with the Chief Technology Officer to shape IT strategies, while also providing regular updates to senior management regarding project advancements and service request statuses.

Key Responsibilities

Direct complex IT initiatives and guarantee the delivery of high-quality results that meet business requirements; Collaborate with the Chief Technology Officer to develop IT strategies, track progress, and keep management informed on project developments and service requests; Stay updated on emerging technologies and offer guidance on suitable IT solutions for internal stakeholders; Create, refine, and assess system workflows, functional specifications, technical specifications, and system documentation; Collect business user requirements and draft functional specifications; Ensure all projects and service requests are executed with comprehensive testing, approvals, and technical documentation in accordance with IT standards and management protocols; Provide guidance to internal stakeholders on matters related to Information Technology; Manage resources effectively and mentor team members on various aspects, including self-discipline, commitment to work, teamwork, and customer focus; Prepare project documentation, budget analyses, cost-benefit assessments, feasibility studies, and evaluations of IT products/solutions.

Required Competencies

Strong leadership capabilities with a proven track record of managing IT projects that support organizational growth; Customer-focused with a commitment to delivering high-quality IT solutions; Exceptional relationship-building skills, capable of managing diverse business partners and vendors; Outstanding organizational and time management abilities; Proficient presentation and communication skills, with the ability to engage with all organizational levels; Capable of working independently and thriving under pressure to meet tight deadlines; Strong analytical and problem-solving skills, with the ability to synthesize and recommend various complex IT/business solutions; Proficient in vendor management; Comprehensive understanding of IT System Development Life Cycle and project management methodologies, including both waterfall and agile approaches. Experience with DevOps/CI/CD is advantageous; Proficient in spoken and written English and Chinese.

Education and Experience

Bachelor's degree in Computer Science or a related field; At least 15 years of relevant experience in the insurance sector, with a minimum of 5 years in project management at a managerial level; Experience in implementing core insurance applications is a plus; Strong knowledge of AS/400 RPG, COBOL, CL programming, and Policy/400; Experience leading a Project Office is beneficial; Familiarity with relational databases and application development; Practical experience in project management, business analysis, and system development; Knowledgeable about various IT platforms, including multi-tier system architecture, Agile development methodologies, and IT System Development Life Cycle (SDLC).
