Job Summary

Classy Wheeler Limited is seeking an experienced IT Governance Manager to lead our technical feasibility studies, evaluations, and project justification and prioritization efforts. As a key member of our team, you will be responsible for planning and overseeing IT projects, ensuring they meet objectives and adhere to development standards, architectural directives, and security controls.

Key Responsibilities
  1. Technical Feasibility Studies and Evaluations: Lead technical feasibility studies, evaluations, and assist in project justification and prioritization during the initial IT project stages.
  2. IT Project Planning: Plan IT projects focusing on scope, schedule, cost, resources, security, quality, and communication to meet objectives.
  3. IT Project Execution: Oversee IT project execution, addressing constraints related to scope, schedule, cost, resources, quality, security, and risk.
  4. Troubleshooting and Quality Assurance: Tackle technical issues within the project, considering progress, quality, and risk.
  5. System Implementation: Ensure system implementation adheres to development standards, architectural directives, and security controls.
  6. Stakeholder Management: Work with stakeholders to align project scope, schedule, cost, and progress with objectives.
  7. Resource Planning and Budget Management: Aid IT teams in resource and schedule planning, resolving related constraints, and manage all project-related budgets and expenses.
  8. Vendor Management: Supervise vendors to guarantee on-time project delivery.
  9. User Training and Support: Maintain training materials and provide user training.
  10. Regulatory Compliance: Follow regulations, rules, codes, guidelines, and standards set by regulators and the Bank, upholding high integrity.
  11. Risk Management: Adhere to risk control guidelines and procedures to identify, assess, report, mitigate, and monitor risks.
Requirements
  1. Education: Bachelor's degree in Computer Science or a related field.
  2. Experience: At least 7 years of IT project management and application development experience, with a minimum of 2 years as a project manager and 3 years as a systems analyst.
  3. Skills and Knowledge: Must have solid experience in the Systems Development Life Cycle (Waterfall) and project management methodology, including end-to-end project delivery. A proven track record in managing vendors for IT projects. Familiarity with IT process improvement, policy, and procedure development. Knowledge of CMMI, Jira, and Confluence is advantageous.
  4. Personal Qualities: Ability to work both independently and as part of a multi-disciplinary team, organizing workload and meeting deadlines in a dynamic environment. Strong written and verbal communication skills, with the ability to simplify complex ideas for any audience.
