Role Overview

HK Express Airways Limited is seeking a highly skilled and experienced professional to lead our Ramp and Cargo Services team. As a key member of our operations team, you will be responsible for developing and maintaining standards, policies, and procedures for Ramp and Cargo Services, including turnaround coordination, GSE operations, fuel services, anti-icing operations, dangerous goods, and cargo warehouse handling.

Key Responsibilities
  • Drive a team to develop and maintain standards, policies, and procedures for Ramp and Cargo Services.
  • Review and evaluate potential implications of regulatory, IATA, WHO, or Company requirements and formulate necessary action items to ensure compliance.
  • Develop and maintain master and station-specific PTS to optimize ground time and improve OTP performance.
  • Formulate training strategies for internal and external stakeholders, focusing on cost, quality, and delivery effectiveness.
  • Continuously review and evaluate the quality outcome of the Train-the-Trainer Programme and implementation.
  • Act as a trainer and evaluator of TTT to ensure sufficient qualified trainers are available across the HKE network.
  • Participate in IATA IFQP and manage resources to support fuel inspection programmes in accordance with industry standards and authority requirements.
  • Drive improvement initiatives in process and documentation based on operational performance and audit results.
  • Manage the setup and support for new station launches, GHA switches, and charter services, including pre-assessment of fuel and water quality.
  • Lead business development and project initiatives relevant to Ramp and Cargo Services, formulating project timelines, engaging stakeholders, and ensuring deliverables are achieved.
  • Identify hazards and risks, prepare risk assessments, and make decisions regarding risk tolerability with respect to ground handling standards, policy, and procedures relevant to safety and/or security.
  • Prepare budgets, control costs, and monitor performance.
Requirements
  • Bachelor's degree or equivalent.
  • Minimum 10 years of aviation experience in related areas, including 3 years of managerial experience with in-depth knowledge of regulatory compliance and training delivery.
  • Previous experience in managing IOSA GRH, IFQP, and Dangerous Goods is essential.
  • Ability to lead and provide solutions within the scope of Ramp and Cargo Services.
  • Strong analytical and project management skills, with a focus on figures.
  • Excellent presentation and interpersonal skills, with sound leadership experience.
  • Excellent command of both spoken and written English and Chinese, including Putonghua.
  • Proficient in Microsoft Office.
