Role Overview

As a pivotal figure in our organization, you will spearhead intricate IT initiatives, ensuring high-quality deliverables that align with business objectives. You will collaborate closely with the Chief Technology Officer to shape IT strategies, while providing consistent updates to management regarding project advancements and service request statuses.

Key Responsibilities

  • Oversee complex IT initiatives, guaranteeing that deliverables meet business requirements;
  • Collaborate with the Chief Technology Officer to develop IT strategies, monitor progress, and keep management informed on project statuses;
  • Stay updated on emerging technologies and advise internal stakeholders on suitable IT solutions;
  • Design, refine, and assess system workflows, functional specifications, technical specifications, and system documentation;
  • Collect business user requirements and draft functional specifications;
  • Ensure all projects and service requests are executed with thorough testing, documentation, and adherence to IT standards;
  • Provide guidance to internal users on IT-related matters;
  • Manage team resources and mentor members on professionalism, commitment, teamwork, and customer focus;
  • Prepare comprehensive project documentation, including budgets, cost-benefit analyses, feasibility studies, and evaluations of IT products/solutions.

  • Excellent relationship management skills, capable of engaging with diverse business partners and vendors;
  • Outstanding organizational and time management abilities;
  • Proficient presentation and communication skills, able to interact effectively at all organizational levels;
  • Ability to work autonomously and thrive under pressure to meet tight deadlines;
  • Strong analytical and problem-solving skills, with the capacity to integrate and recommend complex IT/business solutions;
  • Competence in vendor management;
  • Solid understanding of IT System Development Life Cycle and project management methodologies, including both waterfall and agile approaches. Experience with DevOps/CI/CD is advantageous;
  • Proficient in both spoken and written English and Chinese.

Educational Background and Experience

  • Bachelor's degree in Computer Science or a related field;
  • At least 15 years of relevant experience in the insurance sector, with a minimum of 5 years in a managerial project management role;
  • Experience in deploying core insurance applications is a plus;
  • Familiarity with AS/400 RPG, COBOL, CL programming, and Policy/400;
  • Experience leading a Project Office is beneficial;
  • Knowledge of relational databases and application development;
  • Practical experience in project management, business analysis, and system development;
  • Familiarity with various IT platforms, including multi-tier system architecture, Agile development methodologies, and IT System Development Life Cycle (SDLC).
