Major Duties

: (a) Develop, formulate and review the policies, guidelines and procedures for the procurement function and activities to be conducted efficiently and effectively in an open, fair and equitable manner; (b) Build effective working relations with and provide advice to users of campuses / institutes / centres on efficient and effective procurement procedures and best practices; (c) Develop and execute a comprehensive procurement strategy for procurement and contracting activities; (d) Drive innovation in procurement processes by staying abreast of technological advancements; (e) Manage procurement process, and supervise, develop and motivate subordinates in provision of professional, quality and client focused services; and (f) Perform the daily procurement functions and ad-hoc projects, e.g. approval for tender issue and acceptance, and conduct of tender or contract negotiation. Requirements : (a) A recognised relevant degree preferably with relevant professional qualification or membership; (b) At least 7 years’ relevant work experience at appropriate level of responsibility in procurement field; (c) Good knowledge in the operations of the procurement in government, public bodies or educational / sizable organisations; (d) Experience and knowledge in reviewing procurement policies and procedures would be an advantage; (e) Good organisational, management and leadership ability; (f) Strong interpersonal, communication, negotiation and analytical skills; (g) Good ability to drive and lead changes, and motivate staff to deliver quality results and be a good team player; and (h) Good presentation skills and command of English and Chinese.
