Role Introduction

As a Manager - Human Resources (Casual Staffing), you will be responsible for sourcing, recruiting, and managing a high volume of casual workers for various positions within our organisation. You will play a critical operational role in ensuring that we have an efficient and reliable casual workforce to meet the fluctuating demands of our business. Your primary focus will be on recruiting and onboarding casual workers in a timely manner while maintaining a high standard of quality and professionalism, whilst being the lead contributor to the overall delivery of the Event Staffing Program Area at Kai Tak Sports Park. This is an event-based operational role. Onsite support is key to the delivery of the services this role is responsible for delivering.

Key Responsibilities

  • Lead the casual staffing team to attract, recruit, and retain the casual workforce for the organisation.
  • Develop and implement recruitment strategies to attract and hire a large number of casual workers within tight timelines.
  • Collaborate closely with event operations teams to understand the staffing demands and ensure adequate coverage of casual workers.
  • Develop and maintain relationships with external staffing agencies and other talent sources to supplement the internal recruitment efforts.
  • Create and implement innovative recruitment strategies to attract a diverse pool of casual workers.
  • Continuously evaluate and improve the recruitment process to enhance efficiency and quality of hires.
  • Prepare and present regular reports and metrics on recruitment activities, including time-to-fill, candidate pipeline, and hiring success rates.
  • Stay updated on emerging trends and technologies in recruitment to identify opportunities for process enhancements and automation.
  • Conduct regular market research and competitor analysis to benchmark recruitment practices and ensure competitiveness in attracting top talent.
  • Maintain and enforce Casual HR policies and procedures; and provide support to employees in the interpretation of HR policies and guidelines.
  • Collaborate with the Talent Acquisition team to ensure seamless integration of casual workers into the organisation's HR systems and processes.
  • Provide training and guidance to hiring managers on best practices for interviewing and selecting casual workers.
  • Act as a brand ambassador and promote the organisation's values and culture to candidates throughout the recruitment process.
  • Participate in career fairs, industry events, and networking activities to build a strong talent network and promote the organisation's casual employment opportunities.
  • Perform any ad hoc assignments as required.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, or a related field (or equivalent experience).
  • Minimum 8 years experiences in HR or event operations field gained from sizeable companies preferably listed companies.
  • Proven experience in high-volume recruitment, preferably in a casual labor or seasonal hiring environment.
  • Strong knowledge of recruitment best practices, sourcing techniques, and screening methods.
  • Excellent communication and interpersonal skills, with the ability to effectively engage with candidates and hiring managers.
  • Strong organisational skills and ability to manage multiple hiring processes simultaneously.
  • Proficient in using applicant tracking systems (ATS) and other recruitment tools.
  • Well versed with Hong Kong Employment Ordinance and regulations pertaining to casual employment.
  • Ability to work in a fast-paced, dynamic environment and adapt to changing priorities.
  • Ability to work extended and/or irregular hours that may vary due to functions, including day, evening, weekends, and holidays as needed.
  • Less experiences will be considered as Assistant Manager.
