Role Purpose:

Responsible for leading and managing policy and external relations across Government, Trade Associations and Patient Organizations. In close collaboration with the Hong Kong leadership team and regional Corporate Affairs team, the role is responsible for driving policy and advocacy strategies focused on the value of innovation, healthcare transformation and sustainable access to Pfizer’s medicines and vaccines. The role will proactively develop public affairs strategies and drive public-private partnerships aligned with corporate and business priorities.

Within the organization, the role involves building effective relationships with internal stakeholders, providing counsel and healthcare policy environment insights to Pfizer BUs, to help influence the direction of Pfizer’s go to market strategies. The role requires strong ability to work in a highly matrixed environment, collaborating cross functionally with Marketing, Medical, Market Access, Regulatory Affairs, Legal, and Compliance, etc. The role also works closely with External Communications colleagues to enhance Pfizer’s reputation and proactively shape the environment on key policy issues through strategic engagements.

Key Accountabilities and Responsibilities :

Lead Government Relations

Lead, develop and deliver the HK-wide government relations strategy in alignment with the Hong Kong Leadership Team Build relationships with key government stakeholders and position Pfizer as a trusted partner in the ecosystem Shape the policy environment to ensure patients have access to Pfizer medicines and vaccines

Manage Strategic Policy

Lead the identification and prioritization of policy issues and initiatives. Lead the development and communication of key internal and external documents and materials e.g. briefing notes, submissions to government consultations and inquiries. Assess emerging opportunities for the influence of external policy development, prioritize Pfizer’s level of engagement to achieve strategic business goals Provide an up-to-date view of Hong Kong’s health and economic landscape, including delivery of Pfizer-specific analysis of short and long-term implications of policy and legislative developments and trends. Identify and understand emerging policy and legislative trends and changes relevant to healthcare and the biopharmaceutical industry, including up-to-the minute monitoring and analyses.  Identify and communicate policy opportunities and implications across the product lifecycle of Pfizer’s medicines and vaccines.

Manage External Relations

Build relationships with Patient Organizations and partner with like-minded organizations on disease awareness and to champion the needs of patients throughout product lifecycle and use. Serve as strategic counsel for the patient community internally and externally. Build capability and capacity across the business to support external engagement. Represent Pfizer at Trade Associations e.g. AmCham, HKAPI

QUALIFICATIONS

Bachelor’s degree required 5-8 years of experience in Corporate or Public Affairs or Market Access or Marketing strategy leadership and execution role Proven track record in external stakeholder engagement and management (e.g. Government, Trade Association, Patient Organization) Strong experience in policy-shaping, negotiation and driving public-private partnership Strategic and analytical mindset Political acuity and business acumen Strong influence and ability to collaborate and coordinate across cross-functional teams Fluent in written and verbal English
