Responsibilities

:

The new incumbent will act as Head of Risk Control Department ("RCD") in Hong Kong branch, responsible for establishment of robust risk governance and risk management framework covering all risk stripes in the branch. Also responsible for effective and efficient day-to-day operation of risk management to achieve 2nd line of defense duties, including regulatory and audit responses. As a leading member of RMDEA, he/she is responsible for establishing robust regional risk governance in SMBC Group’s East Asia coverage (HK branch and subsidiaries).

Establishing risk governance of the branch, e.g. risk related committees, organization of risk management function, and risk management policies, etc. Implementing risk management framework for all risk stripes, e.g. Market, Liquidity, Credit, Operational, Third-Party, and Cyber-security, etc. Formulating Risk Appetite Statement and Risk Appetite Metrics for the branch through collaboration with business functions.  Identifying risks in a forward-looking manner that arising from external environmental changes and shifts in the bank’s strategy. Guiding teams to conduct appropriate analysis to obtain consensus among the branch on how to mitigate and control the identified risks. On-going risk review and review of the risks of new products and businesses, during which exercising effective challenges to business functions. Leading teams in running various projects and initiatives to enhance risk governance, including but not limited to implementing non-financial risk management frameworks. Reporting risk profile, results of analyses, and progress of projects and initiatives to committees and senior managements of the branch. Formulating annual and medium-term goals of the risk management function to enhance risk governance, considering of the regulatory and HO requirements as well as self-identified deficiencies. Responsible for relevant regulatory and audit responses. Guiding risk management function of branches and subsidiaries of SMBC group in East Asia for appropriate risk governance.  Enhancing skill and knowledge base of the team members across all risk stripes to assure timely and quality output of the risk management function. Assessing necessary resources in both human and expense budgets. Overseeing the departmental operations and relevant duties as required by the branch management and/or other departments. 

Requirements:

University degree in business, finance, economics or relevant disciplines. Relevant Enhance Competency Framework (“ECF”) accreditation is preferred. At least 15 years of experience in banking in relevant fields, experience in securities business is an advantage. Experience of leading non-financial risk management team or firm-wide integrated risk management team for over 5 years. Coverage of multiple risk areas e.g., credit risk management including credit underwriting risk, and/or market/liquidity risk management is required. Experience of direct communication with regulators in, e.g., on-site examination. Experience in a 2nd Line of Defense cyber security risk management is an advantage. Strong leadership to lead risk management team as 2nd line of defense department. Capability to grasp the structure of the large organization. Strong project management, problem solving, logical thinking, and presentation skills. Good communication and interpersonal skills. Familiar with various statistical and/or quantitative analytical methodologies. Fluent in written and spoken English.
