Business Development Manager

Business Development Manager (Ref: JDB/GTM/DBM) Develop and execute business development strategies targeting Hong Kong Government departments and public organizations. Identify and pursue new business opportunities, including tenders, RFPs, and strategic partnerships. Build and maintain strong relationships with government clients, stakeholders, and decision-makers. Collaborate with technical teams to tailor solutions that meet client requirements. Participate in the response process for RFI/RFP/RFQ, ensuring compliance with government procurement standards. Monitor government trends, policies, and competitor activities. Prepare and deliver compelling presentations and proposals. Maintain accurate records of sales activities, pipeline, and forecasts using CRM tools. Requirements: Bachelor’s degree in Business Administration, Information Technology, Public Administration, or related field. 2–6 years of experience in business development, sales, or account management, preferably in the IT or public sector. Prior experience dealing with Hong Kong Government departments or public sector clients is highly preferred. Familiarity with government procurement processes and e‑Tendering platforms (e.g., E‑Tender Box, E‑Services Portal). Strong interpersonal and communication skills in English and Cantonese; Mandarin is a plus. Excellent presentation, negotiation, and relationship‑building skills. Strategic thinker with a proactive and results‑driven mindset. Ability to work independently and collaboratively in a fast‑paced environment. Proficiency in CRM systems and Microsoft Office Suite. Broad knowledge across IT domains: AI, cloud, cybersecurity, and application development. Familiarity with government IT standards, security requirements, and procurement processes. Experience with solution architecture and technical proposal writing.
