Business Function

Risk Management Group (RMG) is responsible for the development and maintenance of risk management and internal control frameworks. We provide independent review and challenge to business to ensure that appropriate balance is considered in risk/return decisions. In addition, RMG is responsible for the monitoring and reporting on key risk issues of the Bank. To manage risk effectively and deliver strong financial performance, we invest significantly in our people and infrastructure.

Responsibilities

Formulate, review, and update local bank-wide operational risk policies, guidelines, processes, and procedures pertaining to Operational Risk Management. Provide governance over the implementation of Operational Risk Management Framework with 1st Line Business/ Function owners and Subject Matter Experts (SME) to ensure consistent implementation and reporting of Operational Risks across all Business and Functions Provide an independent 2nd line challenge function to the T&M Business (including support units) on their risk & control assessments, control testing activities and adequacy of any remedial actions to ensure proactive identification and managing of risks.  Provide independent 2nd line review and signoff on New Product Approvals and non-IT outsourcing initiatives. Perform relevant thematic reviews and deep dives in areas of concern and monitor lessons learned actions across T&M Business & Support Units Lead annual review risk appetite statements and metrics in conjunction with T&M Business by performing both qualitative and quantitative monitoring and reporting of the Business exposure to all types of operational risk. Undertake scenario analysis/assessment in conjunction with Finance and Business to identify potential operational losses and monitor operational risk profiles and material exposures to losses on an on-going basis. Undertake consistent liaison and collaboration with relevant Subject Matter Experts such as legal and compliance, human resources, IT, Fraud, Outsourcing, Business Continuity Management, Change Management, Data Risk Management and Finance on operational risk related matters. Promote positive risk culture and risk awareness across the Bank. Conduct training sessions on operational risk across the Bank, including content review and training delivery.  Maintain oversight and monitoring of the operational risk management system and the quality of the generated operational loss data. Compile operational risk reports, dashboards, and metrics for management reporting.

Requirements

Degree holder (or equivalent) in Risk, Legal, Finance or business-related discipline. At least 12 years of working experience in a financial institution, with working in operational risk management roles including first or second line of defence Minimum 5 years of relevant experience in Treasury & Markets Business Sound knowledge of HK regulatory requirements related to Operational Risk / Operational Resilience / Internal Controls. ECF-ORM (core / professional) certification obtained. Strong persuasive power in putting ideas across and ability to communicate with people of different levels.
