Facility Manager

Develop and implement comprehensive preventive maintenance programs for all critical building systems, including HVAC, fire services, electrical, plumbing and drainage. Ensure optimal operational readiness of all facilities to support uninterrupted business operations. Prepare and present technical proposals for repair and maintenance projects. Manage integrated building services across company-owned and leased premises, encompassing maintenance, security, cleaning, pest control and renovation works. Oversee General Affairs operations including waste management, recycling and laundry services, maintaining compliance with environmental standards (e.g., GMP & ISO). Manage Alteration & Addition (A&A) projects and fit-out works from conception to completion. Security Management Assume full responsibility for security infrastructure, including the installation, maintenance, and upgrade of CCTV and Access Control Systems (ACS). Establish and maintain effective security protocols for access control to safeguard personnel and assets while supporting operational efficiency. Budget Planning & Cost Control Lead the annual budget planning process for the facilities department, incorporating operational and capital expenditure (CAPEX) for improvement projects. Exercise stringent financial control by monitoring all expenditures, tracking against budgets, conducting variance analysis, and reporting on financial performance. Uphold corporate financial governance by ensuring all spending complies with established procurement policies and procedures. Contractor Management, Team Leadership & Additional Responsibilities Provide direct leadership and coordination for maintenance and technical support teams, ensuring strict adherence to safety, emergency, and operational standards. Manage the end-to-end contractor process, including selection, negotiation, and ongoing performance evaluation to guarantee service quality, safety compliance, and on‑time delivery. Administer and oversee a portfolio of service contracts for cleaning, landscaping, and technical services. Successfully deliver ad hoc projects and initiatives as directed by management. Job Requirements Bachelor's degree or higher in Property & Estate Management, Building Services, Electrical Engineering, Mechanical Engineering, or related disciplines. Must possess a valid Property Management Practitioner (PMP) (Tier 1) License. Valid Construction Industry Safety Training Certificate (Green Card) required. Candidates who can obtain the Green Card within three months of employment commencement may be considered. Valid Security Personnel Permit required. Candidates who can obtain the permit within three months of employment commencement may be considered. Valid Safety and Health Supervisor Certificate required. Candidates who can obtain the certificate within six months of employment commencement may be considered. Minimum of 10 years' comprehensive experience in property management, with at least 8 years in a supervisory or managerial capacity. Proven track record in managing the complete tender process, including drafting technical specifications and tender documents, bid evaluation, contract negotiations, and final award recommendations.
