Applications are now invited for the following post: Director, Office of Council/Court Business and Governance Administration (OCCBGA) (Post Ref.: 25/293) The appointee is responsible for managing the administration and operations of the University Council and Court, while overseeing governance functions including policy development, legal advisory, compliance, and risk management to ensure effective corporate governance and institutional accountability. The key responsibilities include: Provide advisory support to the Council and the Court, enabling exercise of statutory powers under the Lingnan University Ordinance, adherence to governance practices, regulatory compliance, and implementation of strategic objectives. Serve as Secretary to the Council, Court, and appointed committees/panels, delivering secretariat support and ensuring proper conduct of business. Coordinate with University management and departments/units to implement Council and Court decisions effectively. Serve as the liaison point with various HKSAR Government and public bodies (including Legislative Council, District Council, University Grants Committee, Research Grants Council, Education Bureau, Independent Commission Against Corruption, Equal Opportunities Commission, Office of Privacy Commissioner for Personal Data, etc.), attend to their enquiries and provide information as appropriate. Provide comprehensive advisory services to the University on legal matters including commercial, employment, personal data, litigation, intellectual property, and governance issues; and assist in drafting, reviewing, and vetting agreements and undertakings between University departments/units and external institutions or organizations to ensure legal compliance and protect the University's interests. Administer University policies on important governance and administrative aspects with widespread impact on staff and students including but not limited to discrimination, harassment, data privacy, whistleblowing, staff grievances, and other disciplinary/investigative/appeal procedures. Serve as Risk Officer by overseeing the second line of defence, supporting operational risk management, leading annual risk assessments with Senior Management, maintaining the Risk Register, and facilitating Risk Management Committee’s recommendations for Council approval. Oversee the institutional functionality of data protection by coordinating a network of designated Data Protection Officers across University offices and managing the regular update, review, and compliance of Personal Data Inventories, while administering the Personal Data Privacy Committee to ensure ongoing adherence to the Personal Data (Privacy) Ordinance and lead the development and implementation of the University’s privacy management framework. Lead and manage special programs, projects, initiatives, and functions as assigned. Requirements A Bachelor's Degree or above, preferably in a relevant discipline Extensive experience in governance, legal advisory, risk management, and policy administration within complex organizations Familiarity with Hong Kong higher education governance frameworks and public sector liaison Excellent organizational, interpersonal and communication skills with strong ability to engage diverse stakeholders Strong analytical and problem-solving skills Proven leadership and project management capabilities Expertise in data protection laws and compliance frameworks Professional qualifications in law, governance, risk management, or related fields are advantageous Salary and Fringe Benefits The rank and commencing salary will be commensurate with qualifications and experience.
