Regional Learning and Development Manager

Our client, a preeminent leader in the global technology sector, is seeking a strategic and hands‑on Regional Learning & Development Manager to architect and drive the people development agenda across APAC. This is a newly scoped, high‑impact role designed for an L&D expert who thrives on building excellence from the ground up. The successful candidate will be entrusted with the complete design, development, and implementation of several mission‑critical talent initiatives. Central to this mandate will be the creation of a world‑class new joiner onboarding experience that embodies the company’s innovative culture, the development and execution of a comprehensive leadership development program to nurture the next generation of leaders, and the stewardship of the annual performance appraisal process to ensure it is a powerful tool for growth and alignment. Furthermore, you will be responsible for developing a holistic training roadmap that addresses the evolving skills needs of a dynamic technology workforce. This role presents a rare opportunity to revamp and elevate the entire L&D function, with significant scope to introduce new methodologies and digital learning solutions. The ideal profile we are seeking is a seasoned L&D professional with a proven track record of successfully designing and deploying large‑scale talent development programs within complex, multinational environments. Responsibilities Design, develop, and implement large‑scale talent initiatives across APAC. Create a world‑class new joiner onboarding experience reflecting the company’s innovative culture. Develop and execute a comprehensive leadership development program for emerging leaders. Steward the annual performance appraisal process to drive growth and alignment. Develop a holistic training roadmap addressing evolving skills needs of the technology workforce. Qualifications Seasoned L&D professional with demonstrated success in designing and deploying large‑scale programs in multinational settings. Background within the technology industry preferred, providing an intrinsic understanding of the pace and skill sets required. Fluency in English, Cantonese, and Mandarin; exceptional communication skills essential for engaging stakeholders across APAC. Ability to build rapport and lead across diverse cultural contexts.
