HR & Administration Manager

Overview This role is at the heart of Feeding Hong Kong (FHK), working across divisions to support our staff and volunteers. The key purpose is to drive and support the HR strategy and operational functions of FHK, ensuring smooth and compliant HR processes, partner closely with the CEO and senior management to align HR activities with organizational goals, and foster a positive, mission‑driven workplace culture. Key Responsibilities Recruitment, Onboarding and Offboarding: Manage end‑to‑end recruitment processes, support shortlisting, interview scheduling, supervise the Administrative & System Officer for induction, conduct HR orientation, manage offboarding, ensure smooth transition and compliance. Compensation and Benefits Administration: Manage the compensation structure, benchmark salaries, oversee annual salary review and merit increase, administer comprehensive benefits programmes, maintain HR records. Payroll and Salaries Tax Administration: Ensure accurate and timely payroll updates, monitor payslip generation and tax filing requirements. Training and Development: Identify skill gaps, ensure training platforms are up to date, maintain training record, coordinate annual appraisal and 1‑to‑1 process. Performance Management: Lead and facilitate the annual performance appraisal process, develop and execute a fair bonus programme, document performance review records. Employee Engagement & Relations: Design team building activities, serve as a neutral party for disciplinary or grievance investigations, facilitate open communication. HR Policies and Budget: Develop and maintain comprehensive HR policies and procedures, communicate policies clearly, manage the HR department's annual budget. Internship Programme: Design and oversee internship programme including recruitment and onboarding of interns. Office Administration and Procedures: Oversee procurement for office equipment, assist budgeting for office expenses, serve as primary point of contact with insurance providers, complete necessary paperwork, assist with other admin tasks as requested. Qualifications Minimum 10 years of relevant work experience in HR management practices and procedures, and office management responsibilities, systems and procedures. Establish strong working relationships with FHK stakeholders, work independently and with diverse groups of people, approachable, empathetic, build trusting relationships across all levels. Uphold highest standards of confidentiality, fairness and professionalism, drive, influence and negotiate to achieve desired outcome, display high level of initiative, problem solving and decision‑making, juggle multiple priorities and deliver under pressure. Motivate, manage and organise individuals and groups, work accurately paying close attention to detail, maintain confidentiality of sensitive information, demonstrate flexibility and adaptability to change. Knowledge of Hong Kong Labour laws, HR best practices and industry trends, accounting, data and administrative management practices and procedures, business and management principles. Fluent in written and spoken Chinese (Cantonese) and English, communicate effectively, good numerical and critical thinking skills, positive attitude, approachability and team‑orientation, committed to the mission of FHK. Immediate availability is advantageous. Mission Feeding Hong Kong is a local food bank dedicated to rescuing surplus nutritious food from retailers, distributors and manufacturers and redistributing it to people in need. Our task is to fight hunger in Hong Kong and at the same time reduce the amount of quality food that is being sent to our city’s landfills. Every day we collect fresh, high quality food that would otherwise be thrown away, and deliver it to our network of partner charities who are providing food to the hungry in our community.
