Job Title: Chief Design Manager

West Kowloon Cultural District Authority is seeking a highly skilled and experienced Chief Design Manager to join our team. As a key member of our design team, you will be responsible for leading the design management process for our Public Private Partnership (PPP) projects.

Key Responsibilities:

  • Develop and implement design strategies to ensure high-quality design outcomes for our PPP projects.
  • Manage and oversee the planning and design management process, including strategy formulation, development, programming, and time management.
  • Lead a team of design managers to review and approve design submissions, variations, and claims from consultants and contractors.
  • Collaborate with our Authorized Person and Planning Managers to review and resolve land and development-related issues.
  • Work closely with our Project Management, Engineering, and Project Procurement and Control Departments to ensure design development and project program and costs are managed effectively.
  • Prepare and present key project details, such as progress and design issues, to our oversight committees.
  • Oversee the preparation of design reports, feasibility studies, and status reports for regular design progress review purposes.

Requirements:

  • Recognized university degree in Architecture, Urban Design, Engineering, or a related design discipline.
  • Professional membership of a relevant professional institution.
  • At least 15 years of post-qualification experience, including the management of major building projects, with 10 years at a managerial level.
  • In-depth knowledge of building contracts and Hong Kong statutory and planning/building-related legislations.
  • Experience with Building Information Modelling (BIM) tools and techniques and their application to design and construction projects.
  • Extensive experience in managing time, cost, and quality issues throughout the design process.
  • Ability to develop methodologies that promote cooperative and collaborative synergies with consultants, contractors, and other stakeholders.
  • Proficient in both written and spoken Chinese and business English.
