Lead Procurement Strategist

Key Responsibilities
  • Direct the procurement division to achieve strategic procurement objectives;
  • Identify improvement opportunities, including various eProcurement and automated solutions to enhance procurement workflows and processes for better quality, efficiency, and cost-effectiveness;
  • Oversee the complete procurement cycle to fulfill key performance indicators, ensuring quality review and compliance, alongside conducting data analysis and management;
  • Develop sourcing strategies to satisfy user needs, which includes drafting tenders, assessing quotations and tender submissions, as well as contract drafting and execution;
  • Administer contracts, including service agreements, while utilizing key performance indicators;
  • Evaluate supplier performance and stay informed about the latest developments and market conditions of key suppliers;
  • Proactively advise and communicate with user departments regarding procurement policies and procedures;
  • Assist tender boards with tender analysis, approval processes, and follow-up actions;
  • Manage insurance policies and handle claims and related insurance matters;
  • Perform additional duties as assigned.

Qualifications

  • A Bachelor's degree in Procurement, Supply Chain Management, or Business, ideally complemented by a professional procurement qualification;
  • A minimum of 20 years of relevant post-qualification procurement experience, with at least 10 years in a managerial capacity;
  • A collaborative team player and change agent possessing excellent communication and presentation skills; innovative mindset; and the ability to operate under tight deadlines;
  • Proficient in both written and spoken English and Chinese;
  • Preference will be given to candidates with experience in implementing various e-procurement or automated solutions, strong computer skills in MS Word and Excel, familiarity with Oracle e-procurement systems, a solid understanding of procurement compliance, and knowledge of process management and procurement categorization (including capital works, equipment, IT hardware/software, and services), preferably within the public sector or large organizations.

Compensation and Benefits

The remuneration package will be highly competitive, commensurate with qualifications and experience. The appointment will be on a fixed-term contract, with fringe benefits including gratuity, leave, and medical and dental schemes.
