Lead Procurement Strategist

The successful candidate will be responsible for:
- Leading the procurement division to achieve strategic procurement management goals;
- Identifying enhancement opportunities, including the implementation of various eProcurement and automated solutions to streamline procurement workflows and processes, thereby enhancing quality, efficiency, and cost-effectiveness;
- Overseeing the complete procurement cycle to ensure alignment with key performance indicators (KPIs), which includes quality assessments and compliance checks, as well as conducting data analysis and management;
- Formulating sourcing strategies that fulfill user requirements, which encompasses drafting tenders, assessing quotations and tender submissions, and managing contract drafting and execution;
- Administering contracts, including service agreements, while utilizing key performance indicators to monitor compliance;
- Evaluating supplier performance and staying informed about the latest developments and market trends concerning key suppliers;
- Providing proactive advice and communication to user departments regarding procurement issues, policies, and procedures;
- Supporting tender boards in the analysis, approval, and follow-up of tenders;
- Managing insurance policies and addressing insurance claims and related matters;
- Executing any additional responsibilities as assigned.
Qualifications
- A Bachelor's degree in Procurement, Supply Chain Management, or Business, ideally complemented by a professional procurement qualification;
- A minimum of 20 years of relevant post-qualification procurement experience, with at least 10 years in a managerial capacity;
- A collaborative team player and change agent with exceptional communication and presentation skills, possessing an innovative mindset and the ability to thrive under pressure;
- Proficiency in both written and spoken English and Chinese is essential;
- Preference will be given to candidates with experience in implementing various e-procurement or automated solutions, strong computer skills in MS Word and Excel, familiarity with Oracle e-procurement systems, a solid understanding of procurement compliance, and knowledge of process management and procurement categorization, particularly within the public sector or large organizations.
Shortlisted candidates will be invited for a written assessment and presentation.
Compensation and Benefits
The remuneration package will be highly competitive and commensurate with qualifications and experience. The appointment will be on a fixed-term contract, with fringe benefits including gratuity, leave, and medical and dental schemes.
