Job Title: Senior Manager, IT Procurement

Job Purpose:

As a key member of the IT team, the Senior Manager, IT Procurement will be responsible for managing the procurement of IT products and services, ensuring that the Bank's IT needs are met in a timely and cost-effective manner. This includes contract and pricing liaison, IT asset and payment processes, and tracking and analyzing IT expenses to identify cost-saving opportunities.

Main Responsibilities:

1. Sourcing and Procurement of IT Products and Services

a. Source suitable IT products and suppliers, liaise with suppliers to obtain the best and fair deal for the Bank.

b. Manage the ordering and approval process, aligning with the requirements of the designated authority.

c. Support project teams in evaluating solutions and service providers.

d. Review quotations and service contracts to ensure the Bank's rights and benefits are protected.

e. Liaise with corporate discount suppliers whenever appropriate.

f. Conduct vendor background reviews and due diligence checks when needed.

g. Resolve any contractual disputes with service providers when arising.

2. IT Asset Management

a. Track and maintain IT assets to ensure accuracy.

b. Handle relevant IT asset bookings.

c. Manage the renewal of maintenance contracts.

3. Procurement Procedure Establishment

a. Establish necessary procedures for managing IT procurement, payment, and asset management.

b. Develop relevant templates, such as contract templates, for the IT procurement function.

4. Expense Management

a. Track and report project costs of initiatives.

b. Track and analyze IT expenses to identify cost-saving opportunities.

c. Improve cost efficiency through right sourcing.

5. ITD Budget Management

a. Assist the IT Division Head in tracking IT budget to ensure no overrun.

b. Handle regular budget rolling forecasts and make necessary accruals, if required.

c. Coordinate among all IT functions to handle IT cost allocation.

Incumbent Requirements:

• University degree in Information Technology or related discipline.

• At least 10 years of experience in the IT field, with over 5 years in banking IT.

• Solid experience in sourcing and procurement of IT products and services, including hardware, software licenses, maintenance services, professional services, system development services, etc.

• Experience in managing IT project costs and operating costs will be an advantage.

• Good knowledge of the IT market, pricing, and discounts.

• Good negotiation skills and ability to liaise firmly and fairly.

• Experience in drafting and reviewing service contracts.

• Ability to work in an organized way, particularly in managing paperwork.

• Strong communication skills in both Chinese and English.

• Good English writing ability.

• Mature and able to work under pressure.

• Good people skills to work with people at different job levels.
