Procurement and Contracts Director

We are seeking an experienced professional to join our Procurement and Supply Chain leadership team as a Director, leading category teams in Indirects and Corporate Services. This role will ensure effective business partnering while focusing on delivering procurement value and meeting operational key performance indicators.

Responsibilities:

  • Lead the assigned category teams responsible for end-to-end procurement and supply chain management in facility management services, including lifts & escalators, cleaning & security services, club house management services, building maintenance & facilities management services, marketing & promotion and event management & decoration services.
  • Develop and provide in-depth supply market knowledge and expertise, formulate and implement category strategies and market/supplier engagement, and drive operational excellence within the category.
  • Engage with business stakeholders to identify and consolidate demand pipeline, validate procurement needs/specifications, achieve agreed business objectives/targets and drive commercial synergies.
  • Demonstrate value-for-money achieved through procurement benefits (cost savings and cost avoidance) and other operational or transformational key performance indicators delivered against targets.
  • Lead the team in planning and developing sourcing and contracting strategies to maximize competitive cost/value delivery while addressing WTO/BMO/Government Procurement requirements.
  • Oversee efficient and collaborative execution of procurement plans and strategies from initial market engagement to final contract award, including specification reviews, risk assessments, bid management, supplier proposal evaluations, commercial and contract negotiations, and final contract award.
  • Efficiently plan and execute post-award order management, supply operations, commercial/contract management and business stakeholder escalation support.
  • Formulate and implement supplier strategies and development plans, lead Supplier Relationship Management (SRM) with key suppliers to drive delivery performance on cost, safety, quality, assurance of supply, innovation and sustainability.
  • Proactively identify and assess supply chain risks, develop and implement mitigation strategies with inputs from relevant category teams and business stakeholders.
  • Lead review and incorporation of ESG goals and targets in category plans, develop understanding of suppliers' ESG performance and engage with them to foster their adoption of ESG targets, capability roadmaps and action plans.
  • Achieve excellence in maximizing business value outcomes through innovations and adoption of procurement leading practices, actively championing the category team's implementation of Procurement and Supply Chain transformation agenda, capability uplift and continuous improvement initiatives.

Requirements:

  • Degree in Business / Procurement and Supply Chain or a relevant discipline; Masters' degree is preferred.
  • A minimum of 12 years' experience in procurement & supply chain roles, with at least 4 years in managerial or team leader positions.
  • Prior experience in Facility Management Services, Marketing & Promotion Services or other related indirects categories is strongly preferred.
  • Strong business acumen and professional integrity, good analytical and stakeholder management skills.
  • Excellent communication, presentation and interpersonal skills for effective engagement with stakeholders and internal customers.
  • Change Champion demonstrating excellent leadership and change management skills, ability to influence stakeholders at different levels of seniority.
  • Good command of written and spoken English, preferably with proficiency in Putonghua.

About the Role:
