Senior Procurement Officer

Department: Central Procurement Division

Key Responsibilities:

  • Supervise all facets of indirect procurement across relevant categories, ensuring that all purchasing requests are processed efficiently and promptly.
  • This position involves managing significant categories such as facility maintenance, equipment, electrical tools, and accessories.
  • Collaborate closely with senior business stakeholders to negotiate innovative and competitive commercial agreements.
  • Actively facilitate the implementation of standardized group systems, processes, best practices, and reporting mechanisms throughout the organization.
  • The role requires working across various categories, necessitating a broad understanding of category knowledge and the ability to develop and refine sourcing strategies for each.
  • Establish and nurture strong relationships with senior key stakeholders while serving as the primary contact for third-party procurement, negotiations, and strategies related to the categories.
  • Cultivate and manage supplier relationships aimed at continuously enhancing service quality and total cost ownership.
  • Ensure adherence to the Company's policies and procedures.
  • Identify and implement opportunities for process improvements.
  • Recognize potential supply-related risks and develop mitigation plans, contributing to the procurement control framework.
  • Execute ad-hoc purchases or initiatives as assigned.

Requirements:

  • Minimum degree holder in a relevant field; an MBA or postgraduate degree is advantageous (or equivalent experience).
  • Certification in procurement, such as CPSM or CIPS, is a plus.
  • At least 8 years of experience in indirect procurement, with a minimum of 3-5 years in E&M/Engineering or related categories, and a leadership role in a dynamic environment.
  • Experience managing large, complex sourcing projects and change initiatives is beneficial.
  • Proven ability to provide leadership in overcoming challenges and leading without direct authority.
  • Strong knowledge and demonstrated experience working with cross-functional teams to develop and execute complex, time-sensitive, and commercially sensitive strategies.
  • Experience in people management with a proven track record of driving results and prioritizing work activities.
  • Familiarity with various eProcurement tools is advantageous.
  • Proficient in spoken and written English and Chinese; fluency in Putonghua is required.
  • Occasional travel may be necessary.
