We are currently seeking a high calibre professional to join our team as Chief Risk and Compliance Officer, IWPB. Role Purpose The Global IWPB CRCO is responsible for leading the IWPB Risk function to identify, assess, monitor and make timely and measured judgments on all current and potential future risks faced by IWPB, to protect the employees, assets and reputation of the Group, and to support shareholder value and profitability Single point of accountability for risks associated with HSBC’s IWPB operations, covering all risk and compliance matters globally across all risk types Enterprise risk management for all sub lines of business: retail banking, private banking and wealth, insurance, and asset management Reporting to the Group Chief Risk & Compliance Officer (GCRCO) and holding accountability to the IWPB Chief Executive Officer (CEO), the role is responsible for providing and integrating risk management framework, counsel, advice and challenge to the Global Business Line (GB) for key business decisions and to develop global business strategies. Where required, ensuring adequate controls based on thorough understanding of key trends, opportunities and threats impacting the GB Develop and enhance the risk culture in partnership with the first line Hold primacy for meeting the Risk and Compliance objectives within the GB Point of contact for managing and ensuring effective relationships with appropriate regulators on behalf of the GB on Risk and Compliance related matters Global risk steward for retail credit risk and ensure proper management of the risk taxonomy and performance within Group guardrail, covering global remit (IWPB, HK, HBUK) Member of IWPB Leadership Team (LT) and R&C LT Principal Accountabilities Impact on the Business Serve on the Global Risk & Compliance LT to help design and lead the implementation of key risk strategic priorities, including new approaches to manage risk more effectively As a member of the IWPB LT, lead the assessment and mitigation of key global risks, and as a partner with the business, help ensuring that new business and growth aspirations are supported by balanced decision making and focussed on long term sustainable outcomes To lead, in conjunction with the IWPB LT, the development and delivering key functional targets within Group guardrails, such as the IWPB risk appetite Works with the IWPB Risk and Compliance teams to provide oversight of the risk management framework to enhance, standardise and integrate the various risk activities including the implementation of strategic projects and systems Ensure that top risks are appropriately highlighted in the Group R&C LT and the IWPB LT, and that these risks are being appropriately managed Develop and ensure implementation of an adequate framework to identify emerging risk issues, and that mitigating strategies are implemented Ensure that adequate stress scenarios specific to IWPB are considered to help understand downside risk sensitivities Foster a strong risk and control and compliance culture within the IWPB business, including ensuring adequate management focus and demonstrative “tone from the top” Strengthen the Group’s, Regions’ and Global Businesses’ knowledge of risk and compliance management by incorporating risk and compliance considerations in all activities undertaken to protect and enable the business’ activities through a robust risk management understanding Develop, monitor and communicate WPB Risk and Compliance strategy, policies and appetite throughout the GB, leading strategic direction for setting industry standards for Risk and Compliance, its challenges, and opportunities to ensure that the Group satisfies the requirements of stakeholders Lead a sub-function that is considered to be high quality and fit for purpose underpinned by an appropriate governance infrastructure Accountable for cost and efficiency for the IWPB risk function Oversee Global FIM and implementation of policies regarding retail credit risk. Monitor financial performance of global portfolio to ensure delivery of financial targets and within guardrail Owner of transversal risks across IWPB business, such as reputational risk across business lines, and climate risk including physical risks on the retail credit portfolio Ensure effective communication with regulators on HSBC global profile on retail credit management Customers / Stakeholders Strengthen the global understanding of IWPB risk management, by helping to incorporate risk considerations in all activities undertaken to enhance shareholder value Manage key relationships with regulators, ratings agencies, industry bodies and auditors Drive key global IWPB strategies and support risk capabilities Champion a culture that priorities the fair treatment of all customers, including particular attention to those who are vulnerable or have changing needs, whilst also ensuring that governance, processes and systems support staff to meet the needs of all customers Leadership & Teamwork Drive a high performing and diverse senior leadership team, underpinned by robust succession planning and development of leadership capabilities Work collaboratively with other senior executives in Global Business Line, Functions, Geographies and countries to define strategies, plans and priorities for Risk and Compliance in support of the Group strategy Foster close collaboration between Risk and Compliance functions to enable a holistic risk management approach Partner with First Line of Defence to be a business enabler in decisions and planning Ensure effective relationships with key stakeholders both within and external to HSBC, increasing connectivity and originating new productive relationships Oversee the effective development and deployment of human resources in the sub-function, including effective succession planning, talent management, resourcing and performance management Implements the Group’s performance management and reward strategies, promoting sustainable business growth and allocating rewards that align to responsible risk and compliance management Responsible for setting objectives for HSBC executives and retail credit risk management and assess performance at the end of the year Operational Effectiveness & Control Monitor the implementation of Group risk policies and thresholds at GB level to ensure appropriate management and escalation of risk matters, and operation of the business within set risk appetites Ensure full integration of all operational risk and control frameworks across IWPB, including monitoring, assessment and management; oversee issue management for IWPB business from 2LOD perspective Monitor the global implementation of the IWPB efficiency and change programs to ensure that no new operational risks are created, and that potential risks are appropriately raised to the GR&C LT and IWPB LT Support Group directives on cost management and achieving efficiencies for the IWPB risk function Provide recommendations and comments for investment in the IWPB Risk and Compliance function, covering resourcing and appropriateness of funding Major Challenges The jobholder must also be able to drive through globally consistent solutions to successful conclusion and to ensure that the risks are being properly managed. Ensure a balance between achieving cost efficiency while having adequate controls and resource in place to support sustainable business growth Emerging markets and/or rapid growth in retail portfolios also pose a challenge given the lack of supporting infrastructure and hands‑on experience – the jobholder needs to be able to influence these strategies if the risks are perceived to be too high and to help mitigate some of these by introducing other parts of the Group or External companies who may be able to assist Be prepared, if necessary, to make difficult decisions which may be contrary to business requests and plans Role Context The jobholder is required to work with considerable autonomy, sometimes dealing with major issues for which there is no clear‑cut solution whilst still being able to provide judgement and clear direction. Where items of major consequence are involved, reference is made to the Group CRCO and CEO IWPB. Especially significant and/or far‑reaching issues may then also need to be directed to the Group CEO, CFO or possibly Group Chairman The nature of the role requires close working contact with senior executives across the Group but particularly the CEO, CFO and COO IWPB and CRCOs of the Group’s main regions and their respective teams. The jobholder must be able to drive considerable change across a complex structure Experience A broad background in banking with management positions held in a variety of banking front‑office and support roles, and in more than one business or functional area Experience in roles with a global perspective with understanding across multiple markets that HSBC operates in Working across all levels of the organisation to understand cross‑functional linkages and interdependencies, as well as the implications of risk at both a strategic level and at the business unit level Exposure to demanding operational environments to gain insight into the most effective risk management applications Experience of creating, developing and leading a sizeable team A high level of professional competence which helps to determine solutions around appropriate risk measures, risk processes, risk monitoring and management Skills In depth knowledge of credit risk, particularly in relation to personal financial services and consumer finance Retail Banking Good understanding of other areas of risk, e.g. operational, Asset Mgt, Insurance, Compliance Understands the global strategies of the Group and collaborates with the business to accomplish these strategies Ability to form effective relationships and achieve influence at the most senior level in the organisation Demonstrated business knowledge, such as experience leading a P&L unit Communication and interpersonal skills, including the capacity to articulate the case for risk management in the language of business Established financial and accounting acumen Ability to make robust/tough decisions which may be contrary to the business wishes Understand and interpret complex business requirements Proven ability to prioritise competing demands Demonstrated ability to assess Risk trends, both internally and externally Strong leadership and management ability, developing and motivating employees Ability to drive change Developing and retaining critical talent and building an effective leadership team The chosen candidate for this role will be required to undergo enhanced vetting.
