Job Description Oversee the daily operations of the University's treasury and investment functions, including the administration and reporting of Funds, and other major capital grants, ensuring compliance with risk control and regulatory requirements. Manage internal investment portfolios, including bond purchases and bank deposit placements in line with investment policies, procedures, and liquidity needs; supervise the preparation of investment income budgets and distributions. Provide essential support to the Investment Committee in managing investments, covering policy development, asset allocation, manager engagement, benchmark setting, and performance monitoring through tasks such as preparing meeting materials, drafting minutes, compiling reports, and implementing decisions. Supervise the University's income collection processes, including student fee collection via the Student Account System and the operation of the Cashier's front desk. Lead or contribute significantly to the development and enhancement of treasury, investment, and income collection systems and applications. Ensure adherence to external regulations and accounting standards; manage internal and external audits related to treasury and income collection, including coordination and response preparation. Guide and develop team members to ensure high‑quality deliverables and assist in managing section resources. Identify improvement opportunities and develop internal policies, guidelines, and procedures to enhance treasury, investment, retirement scheme administration, and income collection functions. Provide administrative and project support to the Treasury Section. Serve as a backup to the Head of the Treasury Section. Perform other duties as assigned by the Director of Finance, their delegates, or University management. The Successful Applicant Possess a recognized degree in Accounting, Finance, or a closely related field. Hold a professional accounting designation and be a CFA charterholder or possess an equivalent qualification. Possess a minimum of eight years of solid and relevant managerial experience in investment management, accounting, finance, or related fields, preferably within the public sector or large‑scale organizations. Demonstrate a high level of self‑motivation, integrity, responsibility, and a collaborative mindset. Exhibit strong interpersonal and people management skills, with the ability to engage effectively with stakeholders at all levels, including external service providers. Display strong business acumen and a proven ability to innovate in response to emerging challenges. Be detail‑oriented with hands‑on experience in cash management, investment analysis, performance evaluation, and treasury accounting. Capable of working independently and leading a team under pressure to meet tight deadlines with resilience and determination. Possess excellent interpersonal, organizational, and problem‑solving abilities. Demonstrate strong presentation and communication skills.
