Senior Compliance Manager, Legal and Compliance Department Bank of Dongguan Co., Ltd. – Hong Kong Branch Location: Sheung Wan, Central and Western District, HK Responsibilities Serve as a member of the Operating Committee, providing strategic advice and actionable solutions on compliance and regulatory matters for new business and operational initiatives. Lead the Legal & Compliance Department, establishing a framework and work plans to ensure adherence to best practices and meet all legal and regulatory requirements. Collaborate closely with senior leadership to ensure coordinated responses to regulatory changes and the consistent implementation of standardized processes across the organization. Foster strong internal working relationships, providing guidance on regulatory changes, risks, and mitigation strategies. Govern and guide the Legal & Compliance team to ensure the achievement of corporate strategies and objectives. Prepare and present regular Legal & Compliance reports to the Operating Committee, Risk Management Committee, Audit Committee, and Board of Directors, ensuring timely submission of required regulatory filings. Build and maintain strong, trustworthy relationships with regulatory authorities, submitting information reports promptly upon request. Establish corporate legal and compliance policies; lead the team in drafting related documents and advising business/operational units on developing procedures and guidelines to monitor and control compliance standards. Act as designated key personnel for compliance control, Compliance Officer, and Money Laundering Reporting Officer, ensuring timely reporting to regulators. Develop and lead compliance review plans to assess the implementation of policies and procedures across relevant functions, conducting audits to identify potential gaps and risks and driving subsequent improvements. Oversee compliance reviews for new products/services, assessing legal requirements, regulatory risks (e.g., outsourcing, internal audit standards, AML, privacy, sales), marketing materials, and underwriting suitability, while proposing and monitoring corrective action plans. Provide practical and accurate interpretation of new/revised laws and regulations affecting the company, enabling compliant business operations. Cultivate relationships with key industry contacts and business partners within the legal and compliance field to support business objectives. Maintain a strong awareness of regulatory changes and their potential impact on the enterprise. Lead team resources, focusing on individual development, retention, and recognition to achieve performance, engagement, and delivery of business goals. Requirements Bachelor's Degree in Law, Risk Management, Accounting, Auditing, or a related field. Internationally recognized professional qualifications such as CPA, FLMI, or LOMA A minimum of 12 years of compliance experience within an insurance company, financial institution, or regulatory body. Experience in a senior‑level function within a life insurance company is required. Experience in handling both operational and regulatory risk is highly preferred. Comprehensive knowledge of Hong Kong Companies’ Ordinance, Insurance Ordinance, and all IA regulations, including the Personal Data (Privacy) Ordinance. Proven knowledge and practical experience in cross‑border insurance business and an understanding of the Greater Bay Area (GBA) market trends. Demonstrated experience in leadership and talent management, with the ability to motivate and guide a team in a fast‑paced, dynamic environment. Fluency in spoken and written English and Cantonese is essential. Proficiency in reading and writing professional Chinese and English is required, and Mandarin language skills are a strong advantage. Good communication and presentation skills. Strong commercial acumen and the ability to analyse issues from a business perspective.
