Responsibilities Serve a contract assignment under InfoTech's headcount as a full‑time second to the DPO. Assist the Systems Manager/Project Manager in managing and providing application support for a procurement system and its electronic service delivery. Provide day‑to‑day technical support for the smooth production operation of the system. Provide intensive support to the upgrade project of e‑Procurement System. Assume the major role in handling system enhancement needs, including impact analysis, requirement collection, design and development of technical options. Conduct demonstrations and presentations and liaise with users for requirements to facilitate promotion of existing application services. Perform study and assist in formulating upgrade strategy and approach to address issues arising from operation needs or ageing hardware/software. Govern and maintain the system architecture for application development and enhancement. Maintain the application's external thematic web pages. Carry out any other duties as assigned by line management. Experience Requirements Yrs of Total Post‑Quali Exp: 6.0 Yrs of Relevant Exp: 2.0 Qualifications • Solid work experience in system development and implementation of Java‑based applications with internet facing. • Solid implementation experience on Java frameworks such as ZK and Spring. • Sound technical knowledge on MySQL database. • Knowledge in Government procurement management and processes is an advantage. • Experience in implementing cloud‑based applications is an advantage. • Requires working after office hours in case of contingency. Technical Skills At least 4 years' experience in IT Application Development and Management (ADM) At least 4 years' experience in JavaScript Programming (JAP) At least 4 years' experience in Java Servlet Programming (JSP) At least 3 years' experience in Java Application Framework (e.g., Struts) (JAF) At least 3 years' experience in XML (XML) At least 2 years' experience in HTML5 (HT5) At least 2 years' experience in MySQL (MSQ) At least 2 years' experience in Web Services (WSV) At least 2 years' experience in JBoss Application Server (JAS) 2 years' experience in EGIS (EGI) is an advantage. Non‑technical Skills At least 2 years' experience working with the Government (GOV) At least 2 years' experience in managing and supporting Government systems and services (GSS) 2 years' experience in conducting IT training/briefing (ITT) is an advantage. 2 years' experience in Government procurement/disposal procedures (GPD) is an advantage. Education & Other Requirements • Bachelor’s degree/Higher Diploma in Computer Science, IT or equivalent. • At least 6 years' post‑qualification experience, with at least 2 years of relevant experience in a similar post and in a comparable capacity.
