Responsibilities:
  • Provide legal advice on the performance of statutory functions and corporate governance
  • Provide legal advice to all other departments on daily operations
  • Assist in the drafting and review of policies and procedures for corporate governance purposes, including codes of conduct and policies on conflict of interest and data protection and security
  • Assist in the drafting and review of legal agreements, memoranda of understanding or cooperation agreements with other regulators and other documentation
  • Identify and report legal issues in relation to the AFRC's operations under the AFRCO and any applicable laws or regulations and the related legal risks
  • Conduct legal research on identified legal issues/disputes/questions
  • Assist in the proposed development or amendment of the AFRCO and other legislation relevant to the AFRC's functions
  • Assist in the management of litigation or other dispute resolution, including reviews of AFRC's registration and licensing decisions in the Accounting and Financial Reporting Review Tribunal
  • Liaise and work closely with external lawyers on all legal assignments involving external lawyers
  • Work closely with all other departments of the AFRC on a day-to-day basis to ensure effective collaboration to achieve the strategic goals of the AFRC
  • Assist and provide support in relation to compliance issues
  • Other ad hoc projects
Requirements:
  • A good bachelor of laws (LLB) degree or equivalent
  • Good academic background
  • Hong Kong qualified solicitor or barrister with 6+ years of PQE;
  • Legal exposure in regulatory and administrative law practice is preferred;
  • Experience/knowledge in accounting/auditing and/or degree in accounting is an advantage, but not essential;
  • Strong legal research and writing skills;
  • Ability to work independently while maintaining close contact with the Department's team and other departments;
  • Excellent command of English and Chinese;
  • Strong interpersonal, relationship management and presentational skills.
