Job Description

We are seeking a skilled Procurement Manager Supply Chain to join our team at Mass Transit Railway. The successful candidate will be responsible for planning, liaising and handling the entire procurement cycle, including specifications review, sourcing, preparation of tender documents, tender assessment, contract award and monitoring the delivery of goods and services.

The ideal candidate will have a degree in Supply Chain Management / Business Administration / Engineering or a related discipline, with a minimum of 4 years' relevant experience, of which 2 years should be at supervisory level. They will also possess mature, self-motivated and independent working skills, as well as good communication and interpersonal skills in a cross-cultural environment.

Responsibilities

  • Plan, liaise and handle the entire procurement cycle, including specifications review, sourcing, preparation of tender documents, tender assessment, contract award to monitoring the delivery of goods and services.
  • Implement and follow through the supplier management process, including negotiating with suppliers on terms and conditions, assessing new supplier capability and capacity, and managing supplier performance.
  • Coordinate and support on procurement of spare parts, equipment, railway system, minor engineering works and services to support the railway operations.
  • Monitor the performance of suppliers by tracking KPIs, regular evaluation, collecting feedback from the project/engineering team, quality audit.
  • Support maintenance budget control and monitoring.
  • Ensure proper documentation to govern compliance of corporate policy, railway safety rules and statutory requirements.
