**Key Responsibilities:**

  • Develop and implement effective procurement strategies and contract management structures for capital works projects.
  • Sources, procures, manages, and administers consultancy, works, and services contracts, including disputes resolution.
  • Prepares, manages, and monitors cash flow forecasts, cost controls, budget plans, and progress reports for consultancy, works, and services contracts.
  • Exercises effective cost planning and control.
  • Liaises, communicates, and manages stakeholders, including representatives of the government and WKCDA's various departments/divisions.
  • Assists in formalizing internal governance procedures.
  • Performs other duties commensurate with the position of Project Procurement Manager and performs such services from time to time as WKCDA may reasonably direct.

**Requirements:**

  • Possess a recognized university degree in quantity surveying or equivalent, and with a professional membership of a relevant institution.
  • Have at least 10 years of cost management and project procurement experience, of which 6 years of post-qualification experience.
  • Preferably have experience in government or institutional projects, public infrastructure works using New Engineering Contract, and government-entrusted works.
  • Preferably have experience in art and cultural facilities construction, disputes resolution (e.g., mediation or arbitration), and managing consultancy contracts.
  • Be proficient in written and spoken English and Chinese.
