Job Overview

The Mass Transit Railway is seeking a seasoned Procurement Transformation Leader to spearhead the development and implementation of procurement strategies that drive operational excellence and foster collaboration with business stakeholders.

About the Role

This critical position requires a professional with extensive experience in leading procurement transformation programs, driving change management initiatives, and developing strategic partnerships. The successful candidate will be responsible for defining and implementing procurement best practices, methodologies, and technology solutions that enhance day-to-day execution and value delivery.

Main Responsibilities

  • Develop and execute a comprehensive procurement strategy aligned with the organization's goals and objectives.
  • Provide thought leadership on procurement and supply chain best practices, leveraging industry trends, technologies, and innovations to drive continuous improvement.
  • Lead change management initiatives to transition the procurement function from a transactional to a strategic business partner role.
  • Develop and implement training programs to enhance the skills and capabilities of procurement teams, promoting a culture of learning and development.
  • Cultivate strong relationships with business stakeholders to ensure alignment of procurement goals with organizational objectives.

Requirements

  • Bachelor's degree in Business Administration, Procurement and Supply Chain, or other relevant field; Master's degree strongly preferred.
  • Minimum 15 years' experience in procurement, supply chain, or commercial management roles, with at least 6 years in function/team leadership positions.
  • Proven track record of establishing, developing, and managing Center of Excellence teams, with a focus on business/operational excellence, transformation, business partnering, and change management.
  • Demonstrated experience in leading planning/execution of procurement transformation programs or equivalent, along with leading organizational change initiatives.
  • Strong knowledge of procurement and supply chain best practices, methodologies, and technology solutions, including digital transformation tools.
  • Strong business acumen, strategic thinking, problem-solving, and analytical skills.
  • Excellent communication, presentation, and interpersonal skills for effective engagement with stakeholders and internal customers.
  • Excellent leadership, team development, and change management skills, with the ability to inspire and influence stakeholders at different levels of seniority.
  • Fluency in English required; proficiency in Cantonese/Putonghua a distinct advantage.
