Job Overview

MTR Corporation's Mass Transit Railway (MTR) is seeking a highly experienced Chief IT and Innovation Procurement Strategist to join its leadership team. This role will lead the IT category team, collaborating closely with IT Services, Global Innovation Department, and MTR Labs stakeholders.

Responsibilities:
  • Category Leadership: Develop in-depth supply market knowledge and expertise, formulate and implement category strategies, drive operational excellence, and lead business partnering engagement with stakeholders to identify demand pipeline, challenge procurement needs/specifications, achieve commercial synergies across users, and demonstrate value-for-money achieved through Procurement Benefits (cost savings and cost avoidance).
  • Stakeholder & Demand Management: Lead business partnering engagement with stakeholders to identify and consolidate demand pipeline, challenge and validate procurement needs/specifications, achieve agreed business objectives/targets, and commercial synergies across users.
  • Value and Performance Delivery: Demonstrate value-for-money achieved through Procurement Benefits (cost savings and cost avoidance) and other operational or transformational key performance indicators delivered against targets.
  • Source-to-Contract (S2C): Lead the team in planning and developing sourcing and contracting strategies to maximize competitive cost/value delivery while addressing WTO/Government Procurement requirements, oversee effective execution of procurement plans and strategies from initial market engagement to final contract award, including specification reviews, risk assessments, bid management, supplier proposal evaluations, commercial and contract negotiations, and final contract award.
  • Procure-to-Pay (P2P): Lead the team to efficiently plan and execute post-award order management, supply operations, commercial/contract management, and business stakeholder escalation support.
  • Supplier Management: Formulate and implement supplier strategies and development plans, lead Supplier Relationship Management (SRM) with strategic suppliers to drive delivery performance on cost, safety, quality, assurance of supply, innovation, and sustainability, identify, evaluate, and enable continuous improvement, business development, and partnership opportunities.
  • Supply Chain Risk Management: Lead pro-active supply chain risk identification and assessment efforts, develop and implement fit-for-purpose mitigation strategies with inputs from the category team and business stakeholders, manage business and operational risks and opportunities, including supply availability, reliability, sanctions, and compliance/audits.
  • ESG/Sustainability: Lead review and incorporation of ESG goals and targets in category plans, develop understanding of suppliers' ESG performance, engage with them to foster their adoption of ESG targets, capability roadmaps, and action plans.
  • Transformation and Change Management: Strive for excellence in maximizing business value outcomes through innovations and adoption of procurement leading practices, actively champion and implement the category team's implementation of P&SC transformation agenda, capability uplift, and continuous improvement initiatives, lead change management efforts within the category, foster thought-leadership, and new ways of working to drive successful procurement outcomes and adaptability in a changing environment.

About the Role

This is a senior leadership position requiring a minimum of 12 years of experience in procurement and supply chain, with at least 4 years in managerial or team leader positions. The ideal candidate will have demonstrated subject matter expertise in IT-related categories, strong business acumen, strategic thinking, negotiation skills, excellent analytical and stakeholder management skills, excellent communication, presentation, and interpersonal skills, and fluency in English. Proficiency in Cantonese/Putonghua is an advantage.
