Job Summary

Global Executive Consultants Ltd. is seeking a highly skilled Project Manager to join our team. The successful candidate will be responsible for managing the Offshore Development Centre (ODC) and ensuring the effective implementation of governance processes.

Key Responsibilities
  1. Develop and implement governance processes to ensure the ODC is operating efficiently and effectively.
  2. Lead vendor and contract management to ensure compliance with company policies and procedures.
  3. Establish and maintain the ODC management framework, guidelines, and tools for tracking.
  4. Enhance governance processes to meet management's requirements.
  5. Conduct demand and resource planning to identify ODC initiatives and prioritize workload.
  6. Manage regular ODC governance meetings with various teams.
  7. Perform in-depth analysis of project performance for high-risk or critical projects.
  8. Provide regular training and knowledge sharing to project managers on ODC engagement processes.
  9. Collaborate with ODC vendors on team building exercises.
  10. Collaborate with different stakeholders and business users to facilitate service delivery.
  11. May be required to travel to China occasionally.
Requirements
  1. At least 8 years' relevant experience, with 2 years in managerial/senior supervisory level.
  2. At least 4 years' experience in project management.
  3. Experience in managing Offshore Development Centre is a plus.
  4. Experience in IT Project Management Office, Project Portfolio Management, Project Costing and Budgeting Management is an advantage.
  5. Certificates of PMP/Scrum Master/Certified Professional of IT is preferred.
  6. Possess attention to detail.
  7. Strong commercial acumen, analytical, problem-solving, and report writing skills.
  8. Possess organizational skills and financial management knowledge.
  9. Strong stakeholder and vendor management skills with proven interpersonal skills.
  10. Good command of both written and spoken English and Chinese; good command of Putonghua is an added advantage.
Additional Requirements for PMO Analyst
  1. At least 4 years in project management.
  2. Hands-on experience in project portfolio management, project costing & budget management.
  3. Experience in SDLC, Agile, vendor management is an advantage.
  4. Experience in planning, designing, enhancing, and implementing PMO governance processes is a big plus.
  5. Collaborating with various teams to gather and analyze project data.
