Reporting to the Chief Manager/Senior Manager of Project Procurement and Control, the successful candidate will oversee comprehensive project management and assist the Senior Manager in fulfilling the essential responsibilities outlined below.

Your key responsibilities will include:

  • Developing a robust procurement strategy and a contract management framework for capital projects;
  • Sourcing and managing consultancy, construction, and service contracts, including resolving disputes;
  • Preparing and overseeing cash flow forecasts, cost management, budget plans, and progress reports for all contracts;
  • Implementing effective cost planning and control measures;
  • Engaging with stakeholders, including government representatives and various departments within WKCDA;
  • Assisting in establishing internal governance protocols;
  • Performing additional duties relevant to the role of Manager, Project Procurement and Control as directed by WKCDA.

Ideal candidates will possess:

  • A recognized university degree in quantity surveying or a related field, along with professional membership in a relevant institution;
  • A minimum of 10 years of experience in cost management and project procurement, including at least 6 years post-qualification;
  • Preferably experience in government or institutional projects, public infrastructure works utilizing New Engineering Contract, and government-entrusted projects;
  • Experience in the construction of art and cultural facilities, including dispute resolution methods such as mediation or arbitration, and managing consultancy contracts;
  • Proficiency in both written and spoken English and Chinese.
