Head of Adult Safeguarding Job Family Code 14PCS – Grade PS14 – Head of Adult Safeguarding Reports to: Director of Transformation Assurance & Integration Directorate: Adults Wellbeing & Health Partnerships – Surrey County Council Role Purpose: As lead expert for Adult Safeguarding, provide advice, support and innovative solutions to ensure the safeguarding service is developed and delivered in line with current thinking, good practice and statutory requirements. Key Responsibilities Strategic lead for the quality assurance framework for providers of Adult Social Care services, working jointly with health partners to provide assurance for the Council that Surrey residents receive good quality care and support services from providers regulated by the Care Quality Commission. Ensure that safeguarding performance is rated as good when compared with similar authorities and identify areas of weak practice, knowledge and understanding, advising on strategies to improve. Attend Surrey Safeguarding Adults Board (SSAB), contributing to the work of the sub-groups, chairing and assisting in the implementation of its strategic plan. Co‑ordinate and support service planning for the service or functional area to ensure the delivery of high quality, value for money and consistent services in line with agreed service standards and statutory requirements. Develop and recommend policy and practice improvement in the relevant service/functional area, working collaboratively across the area and consulting with key stakeholders to ensure effective implementation that supports continuous improvement. Provide professional leadership to the team(s) and/or colleagues, strengthening skills and competence and fostering a strong culture of standards, performance and accountability to deliver public value and efficiency. Maintain effective budgetary control, manage legal, regulatory and policy compliance within the area of responsibility and operate systems to manage performance and safeguarding risk in relation to service delivery. Lead major programmes and reviews and represent the business area in internal and external initiatives to enhance reputation and service delivery. Champion and manage transformational change and embed new ways of working to ensure high quality service delivery and value for money. Work collaboratively internally and externally to ensure issues are effectively managed, foster partnership working to promote sustainable service improvements and generate efficiencies. On call – be available if required to maintain key service delivery and in the event of a serious incident. Qualifications & Experience Degree or equivalent level professional qualification plus experience at a management level in a specialist area in a complex business environment. Authoritative understanding of the relevant legislation and practice standards, together with broader sector/commercial awareness. Extensive knowledge of the concepts of change management, project management and continuous improvement and their practical application. Strong written and oral communication and interpersonal skills with high level negotiation and influencing skills; ability to work collaboratively with internal and external partners/professionals. Proven ability to manage budgets and available resources to deliver effective support to their area of responsibility. Proven ability to assess risks and benefits and respond appropriately. Evidence of continued professional development and high level of knowledge of safeguarding and the legal context in which it is practised. Experience of leadership and management at senior level. Additional Information Direct budget responsibility for a staffing budget up to £1m. Post may require direct management of up to 10 people and responsibility for the overall team of up to 40 people.
