Senior Manager - Compliance & Procurement

The Senior Manager of Compliance and Procurement oversees the Procurement function leading efficiency and integrity of the processes for procurement of goods and services at Cyberport, and executes compliance initiatives of the company.

Key Responsibilities

  • Report to Chief Financial Officer (will examine after probation period).

Management of Procurement of Goods and Services

  • Review and optimize procurement strategy and processes to identify, prioritize, evaluate, and manage procurement needs and opportunities for price competitiveness, and best available services or products for Cyberport in an effective manner.
  • Oversee the stages of procurement, and manage the daily operation of the procurement function. Manage the overall tender process and relevant documentation.
  • Maintain knowledge of and compliance to internal policies and procedures, and related laws, regulations and ordinances.
  • Assist in negotiating with suppliers to achieve operational or finance goals, provide advices to terms and conditions in contracts, and enforce ethical practices in dealing with suppliers.
  • Review and/or upgrade procurement system, workflow system, thresholds and processes related to tenders and/or requests for quotation/proposal.
  • Establish the KPIs, and monitor regular vendor evaluation prepared by business units to ensure sufficient high-quality vendors, removal of suboptimal vendors, and addition of new suppliers.
  • Provide coaching or advice to staff involving in procurement processes.

Compliance Management

  • Review, implement or update internal policies, procedures, processes and documentation for compliance to related laws, regulations, best practices and corporate guidelines.
  • Develop and monitor KPIs for compliance and procurement functions on value creation and efficiency while maintaining appropriate controls.
  • Report and investigate suspicious transactions in violation of internal policies and procedures, and related laws and regulations.
  • Assist in internal and external audits.
  • Coordinate Internal Audit, Finance, external parties and regulatory bodies as needed.
  • Conduct internal training to staff on compliance matters.
  • Perform any other duties as assigned.

Requirements

  • 10-20 years' proven experience in procurement, contract management and compliance.
  • Bachelor's Degree, preferably in business, supply chain management, or laws. CIPS is a plus.
  • High work ethics is a must.
  • Knowledge of procurement strategies, tactics, procedures, processes, tools, software, systems, and related technical practices.
  • Experienced in developing policies and procedures. Knowledge of related laws, regulations, and ordinances.
  • Excellent interpersonal, negotiation and communication skills.
  • Able to work under pressure, be proactive, take initiatives, and manage & prioritize work independently.
  • Demonstrate professional manners, teamwork, adaptability, and ability to think and identify solutions strategically.
  • Fluent in Cantonese, English, and Mandarin.
