Human Resources and Administration Officer Add expected salary to your profile for insights Human Resources and Administration Officer Main Duties and Responsibilities Human Resources Functions Support the development, implementation, and review of HR policies, procedures, and the staff manual in compliance with Hong Kong labour laws and NGO best practices. Coordinate the full spectrum of HR operations, including recruitment, onboarding, leave management, payroll liaison, benefits administration, and employee records management. Assist in manpower planning, job evaluation, and staff cost analysis to support service development and sustainability. Support staff engagement initiatives, performance appraisal cycles, training coordination, and welfare programmes. Ensure proper documentation and filing of HR-related records in accordance with data privacy and audit requirements. Administrative and Executive Support Act as a central coordinator for organizational administration, liaising across departments to streamline internal communication and logistics. Provide high-quality secretarial support to senior management, including preparation of meeting minutes, briefing papers, and internal circulars. Coordinate scheduling, documentation, and logistics for executive or board-level meetings. Maintain oversight of office administration, supplies, equipment servicing, and vendor management in collaboration with relevant team members. Serve as the primary internal liaison for general enquiries, supporting a smooth flow of operations and a cohesive work environment. Identify and implement opportunities to improve administrative efficiency, documentation systems, and interdepartmental workflows. Qualifications and Skills A recognized Bachelor’s Degree in Human Resources Management, Business Administration, Public Administration, or a related discipline. Minimum 5 years of relevant experience in HR and office administration, preferably in the NGO, healthcare, or service sectors in Hong Kong. Familiarity with the Employment Ordinance, MPF regulations, and other labour-related compliance matters is essential. Strong command of written and spoken English and Chinese (Cantonese); excellent writing and documentation skills for executive reporting and policy drafting. Strong interpersonal and organizational skills, with a proactive and detail-oriented mindset. Demonstrated ability to handle confidential matters with discretion and maintain professionalism under pressure. Proficiency in Microsoft Office (Word, Excel, PowerPoint) and HRIS or digital documentation systems. Experience in supporting senior management or board‑level committees is a strong advantage.
