Job Description - Senior Procurement & Contracts Manager – IT & Innovation (Ref: 240001V8)

Job Summary

We are seeking an experienced professional to join P&SC’s leadership team as IT & Innovation Category Head. The successful candidate will be responsible for leading the IT category team and collaborating closely with IT Services, Global Innovation Department and MTR Labs stakeholders.

The position will ensure effective business partnering whilst focusing on delivering procurement value and meeting operational key performance indicators (KPIs). This role requires particular emphasis on thought-leadership, category expertise and team development.

Responsibilities

  • Category Leadership: Lead the category team responsible for end-to-end procurement and supply chain management in IT (hardware, software and services) and Innovation projects. Develop and provide in-depth supply market knowledge and expertise, formulate and implement category strategies and supply market engagements, and drive in-category operational excellence.
  • Stakeholder & Demand Management: Lead business partnering engagement with stakeholders to identify and consolidate demand pipeline, challenge and validate procurement needs/specifications, achieve agreed business objectives/targets and commercial synergies across users.
  • Value and Performance Delivery: Demonstrate value-for-money achieved through Procurement Benefits (cost savings and cost avoidance) and other operational or transformational key performance indicators (KPIs) delivered against targets.
  • Source-to-Contract (S2C): Lead the team in planning and developing sourcing and contracting strategies to maximize competitive cost/value delivery whilst addressing WTO/Government Procurement requirements. Oversee effective, efficient and collaborative execution of procurement plans and strategies from initial market engagement to final contract award, including specification reviews, risk assessments, bid management, supplier proposal evaluations, commercial and contract negotiations, and final contract award.
  • Procure-to-Pay (P2P): Lead the team to efficiently plan and execute post-award order management, supply operations, commercial/contract management and business stakeholder escalation support.
  • Supplier Management: Formulate and implement supplier strategies and development plans, lead Supplier Relationship Management (SRM) with strategic suppliers to drive delivery performance on cost, safety, quality, assurance of supply, innovation and sustainability. Identify, evaluate, and enable continuous improvement, business development and partnership opportunities.
  • Supply Chain Risk Management: Lead pro-active supply chain risk identification and assessment efforts, develop and implement fit-for-purpose mitigation strategies with inputs from category team and business stakeholders. Manage business and operational risks and opportunities (including supply availability, reliability, sanctions and compliance/audits).
  • ESG/Sustainability: Lead review and incorporation of ESG goals and targets in category plans, develop understanding of suppliers’ ESG performance and engage with them to foster their adoption of ESG targets, capability roadmaps and action plans.
  • Transformation and Change Management: Strive for excellence in maximizing business value outcomes through innovations and adoption of procurement leading practices. Actively champion and implement the category team’s implementation of P&SC transformation agenda, capability uplift and continuous improvement initiatives. Lead change management efforts within the category, foster thought-leadership and new ways of working to drive successful procurement outcomes and adaptability in a changing environment.

Requirements

  • Degree in Business / Procurement and Supply Chain or a relevant discipline. Masters’ degree is preferred.
  • A minimum of 12 years’ experience in procurement & supply chain, of which at least 4 years in managerial or team leader positions.
  • Demonstrated subject matter expertise in IT-related categories with working knowledge of supply market, relevant commercial / contracting models, key contract terms and post-award commercial/contract management across IT projects of varying sizes and complexities.
  • Strong business acumen, strategic thinking and negotiation skills with excellent analytical and stakeholder management skills.
  • Excellent communication, presentation and interpersonal skills for effective engagement with stakeholders and internal customers.
  • Excellent leadership and change management skills with the ability to influence stakeholders at different levels of seniority.
  • Fluency in English is required while proficiency in Cantonese / Putonghua is an advantage.
