Programme Manager, Asia Programme European Climate Foundation Company Description The Pooled Fund on International Energy (PIE) is an international grant‑making and strategy platform with a mission to secure a safe climate, clean air and prosperity through encouraging a just transition in the power and steel sectors. PIE works with charitable foundations and regional climate foundations to support a diverse set of research institutions, think tanks and civil society organisations working with governments, businesses and other parts of society all over the world. We aim to back local organisations and international partners to overcome the barriers to clean energy and steel. PIE was formed in 2013 and is hosted at the European Climate Foundation (ECF). PIE is comprised of a small and dedicated international team of exceptional people based around the world. More information available at Context of the role PIE works with partners around the world to foster the acceleration of clean forms of electricity and industry to displace polluting coal. The postholder for this role will care passionately about global and inter‑governmental actions on clean energy transition, the context of Asia and the world, including emerging and developing countries and China, and ways of encouraging change and progress. The right candidate will need to possess strategic insights and hands‑on experience on collaborating with stakeholders in the field across Asia, including China and broader developing economies, a strong knowledge of and deep interest in the energy sector, the policy / business environment of climate / energy transition, green finance, trade and supply chain issues on accelerating clean energies. This person should be a brilliant strategist and networker and have the instincts to be a responsible grantmaker and partner to our network. Key Responsibilities Strategic development and project leadership: work with the Asia Programme director, team members and PIE executive directors to devise and implement strategies to advance a constructive programme toward emerging and developing economies’ energy transition and clean electrification and the interaction with regional actors including China. Lead the development and scoping of new, high‑leverage projects focused on accelerating Asia, including emerging and developing countries and China’s clean transition in the power and steel sectors, across different disciplines related to the Asia Programme’s diplomacy, trade, electrification, other core strategies and implementation timeline. Network mobilisation and grant cultivation: proactively expand PIE’s network in Asia by identifying and engaging new strategic partners within the government agencies, industrial and corporate players, think tanks and civil society partners, which generates new collaboration, partnership and grant projects to advance Asia Programme goals and strategies. Fundraising and external representation: establish a key presence and connection with regranters and funders who are based in Asia or with a strong focus in Asia and develop strategic and deep programme collaboration and fundraising efforts, including the capabilities to generate strategic briefs, materials, articulate funding needs and programme impacts to external donors and the Steering Committee. Quality and high‑value convening and field alignment: strategically plan, organise and facilitate major field convenings or strategic discussions with Asia‑based grantees, other PIE teams, as well as regranters, funders and partners across the broader climate ecosystem, designed to align the programme’s partners around well‑coordinated strategies maximizing synergies among each other, and delivering collective impacts on the ground. Requirements University degree or equivalent. At least 10 years of relevant professional experience, with a solid track record on leading, engaging, managing and coordinating projects related to energy transition with a primary focus in Asia. A good knowledge and strategic comprehension of international climate politics, diplomacy, economics, industry and trade. Must be able to work through others in a regional and global context taking a network approach. A demonstrable ability to deliver work plans in a professional and diligent way, including the ability to coordinate and communicate with partners from different cultural backgrounds, time zones and working contexts. A demonstrable ability to self‑manage and self‑organise establishing own workspace and schedule. Highly efficient as an individual and in a team is essential. Excellent written and verbal communications in English, with the ability to crystallise complex issues into effective and readable strategy documents. Must be able to work on EU and Asia time zones.
