Please visit our website: Role Overview As a Cost Manager, you are expected to manage the core functions of cost management services for construction projects, ensuring cost control and quality objectives are met. You are expected to ensure that client objectives are met through the delivery of an effective cost management service and foster a collaborative and high‑performing project environment. Key Responsibilities Possesses in‑depth knowledge of pre‑contract and post‑contract cost management services. Experienced in estimating, rate analysis, and cost planning, with the ability to develop and present final cost plans to clients. Produces and presents the final cost plan. Assesses the fee proposal from consultants and quotation from contractors in a prompt manner. Manages tendering and procurement, including the pre‑qualification stage, producing the tender list, compiling preliminaries, conducting tender analysis, producing the tender report and compiling contractual documents. Reviews and discusses the tendering and procurement timeline with Project Managers. Deals effectively with post‑contract cost variances and supports change‑control processes, referring major changes to the reporting manager. Escalates and highlights project commercial risks to Project Managers and Senior Cost Manager/line manager and discusses possible solutions. Monitors, reports and forecasts the PO, payment and invoice of the Project (including contractors and consultants). Governance & Reporting Produces monthly post‑contract cost reports and supports the presentation to the client, updating the cash‑flow forecast monthly in the specific system after coordinating with the Project Manager. Provides inputs to value‑engineering exercises, where applicable. Interfaces with the client and other consultants at all project stages. Identifies ways in which cost‑management procedures, templates and products can be improved and refers ideas to the appropriate line manager. Ensures that key information and learning generated from each commission is input into the Turner & Townsend internal database. Collaborates to deliver our best work – works as an effective member of the cost‑management team, taking effective responsibility for Assistant Cost Managers where appropriate. Requirements Bachelor’s degree in Cost Management, Quantity Surveying, Construction, Engineering, or a related field; Master’s degree is a plus. Minimum 5 years’ experience in cost management or construction projects (e.g., cost manager, construction manager, procurement, project manager, vendor, consultant, etc.). Strong understanding of quantity surveying tools and methodologies. Native‑level proficiency in the local language and business‑level proficiency in English. Proficiency in Cost‑X or equivalent cost estimation software. Proficient communication and interpersonal skills. Key Performance Indicators Achieve ≥ 85% satisfaction score from clients and internal stakeholders in post‑project reviews. Achieve 100% compliance with internal governance processes and external regulatory standards (e.g., safety, environmental). Qualifications Degree in Quantity Surveying, Construction Management or equivalent. Minimum 4 years’ Quantity Surveying experience. Candidates with previous experience in private projects (fit‑out/retail) or public works projects (e.g., Hong Kong Housing Authority / Architectural Services Department) preferred.
