The Hong Kong Consumer Council invites nominations and applications for the post of Chief Executive.

The Organisation

The Hong Kong Consumer Council is a statutory body established to protect and promote the interests of consumers of goods and services in Hong Kong. With a staff of around 150, the Council is active not only in Hong Kong but also in Mainland China and the international arena.

The Chief Executive

RESPONSIBILITIES

The Chief Executive is responsible to the Chairman and Members of the Council for the efficient organisation and operation of the Council in accordance with the Consumer Council Ordinance (Cap 216). He/she will oversee the strategic direction and operational management of the Council, ensuring its independence, transparency, and effectiveness in advocating for consumer rights and interests in a dynamic and evolving marketplace.

REQUIREMENTS

Education Qualifications

  • A recognised university degree or higher qualifications.

Leadership Competency and Experience

  • A minimum of 15 years of senior management experience in a consumer-related or non-profit organisation or related field. Proven track record in leading and managing a reputable organisation of similar nature, scope, scale, and complexity.
  • Strong strategic and operational skills, with a clear vision and the ability to influence and inspire.
  • Acquaintance with relevant Government policy bureaux/departments and/or liaison work.

Skills

  • Strong understanding of consumer rights and interests, market dynamics, and regulatory frameworks.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders from both private and public sectors.
  • Demonstrated ability to manage complex projects and drive organisational transformation in a cost-efficient and effective manner.
  • Possessed the agility and ability to manage risks and handle issues or crises of different nature.
  • Strong financial acumen with demonstrated experience in financial prudence, budget management, and resource allocation.
  • Strong communication and influencing skills as spokesperson of the Council.

Language Proficiency

  • Proficient in spoken and written Chinese and English, with competency in both Cantonese and Putonghua.

REMUNERATION PACKAGE

The position is on a contractual basis with a term of two and a half years. It is ranked at D4 Directorate Pay Scale and will be subject to the same annual adjustment as is applied in the Civil Service, plus a monthly cash allowance and an end-of-contract gratuity. The pay, terms of appointment, and conditions of service to be offered are subject to the provisions prevailing at the time the offer of appointment is made.
