Ensure security regulations, corporate policies, and standardised processes are implemented as required. Being the point of contact to regulators and ensuring the airline group operational security are in compliance to requirements. Facilitate HKCAD and overseas regulators in their operational security oversight audits, inspections and assessments of the Airline Group. Manage airline group security programmes. Meet IATA Standards and Recommended Practices on operational security areas. Ensure regulatory training requirements are implemented. Manage the department’s training needs, organizing training with external providers. Work closely together with Security Risk & Quality Assurance and Operations team to drive security excellence and reduce risk across the airline group network. Key ResponsibilitiesEnsure compliance to government security regulations and work with the line departments on meeting the security procedures to airports where the airline group operates. Review on a continuous basis the regulatory requirements and formulate policies and procedures (including the review, amendment and promulgation of security related documentation, such as airline security programmes and instructions) for Head of Group Security to ensure the airline are in compliance and conform to all requirements Develop and maintain strong liaison and business relations with HKCAD and all foreign regulators. Maintain effective communication and close working relationships with airline operations managers and other internal stakeholders to ensure their security needs are met and all ports security related regulatory/compliance issues are addressed. Establish effective partnerships with HKAA and all foreign Airport Authority Security Officials and ensures compliance with their respective security programmes. Identify, evaluate and propose options for regulatory approval to enhance ground operational efficiency to turnaround flights whilst maintaining the same security outcomes. Manage, review and update airline security programmes across the networks and Security Management System (SeMS) manual. Lead on all preparatory works of all regulatory inspections and audits. Assist the Head of Group Security in ensuring the security standards of airline group is maintained. Make recommendations and implement adequate and appropriate security policies and procedures to ensure company interests are safeguarded against acts of unlawful interference and criminal activities. Create and deliver initiatives aimed to improve and enhance compliance performance. As a subject matter expert, provide technical guidance and support to operations within the regulatory/compliance space. Review, amend and promulgate security related documentation and information to relevant stakeholders. Establish, review and update the contents of security training material and programmes to ensure the airline employees and security service provider personnel across the CX Airline Group networks are appropriately trained to the required regulatory standards. Make recommendations to other operational departments on security training for their staff. Conduct security trainings for new Crew, new Inflight Service Managers and other staff groups as required. Provide security technical training to internal security staff, as well as training to other departments and ground services providers. Conduct security audits and vulnerability assessments on airline group online ports to maintain operational security quality and make appropriate recommendations to rectify any deficiencies detected. Proactively seek opportunities to introduce international industry best practice, continuous improvement and promote security awareness. Primary point of contact on Operational Security Area for the biennial IATA Operational Safety Audit (IOSA) and for periodic audits by regulators across the networks. Be an active participant in the Hong Kong Airport Security Committee meeting. Be a Member of the Association of Asia Pacific Airlines Security Group and represent airline group security interests through Association of Asia Pacific Airlines (AAPA) Security Group. Attend Crisis Response Centre under crisis situation when required to respond to emergency security calls for urgent security decision making. Deputise the Head of Group Security as required. Requirements
A university degree with minimum 5 years aviation security experience at which 3 years at a managerial position, or HKALE / HKDSE standard (Form 7 standard), with minimum 8 years aviation security experience with at least 5 years at a managerial position. Good operational aviation security knowledge and understanding of external Compliance bodies and regulations. Sound knowledge in the Hong Kong, America, Australia and European Union civil aviation security systems. Available 24/7 to respond to urgent security incidents. Flexible and able to travel at short notice. Strong leadership, problem solving and decision making skills. Higher level of organisation and attention to detail Ability to interact and influence people at all levels and in many circumstances with differing cultural background; and Effective communication skills, proven command of spoken and written English and Chinese.
