About the Position

This is a key leadership role that will require a seasoned procurement professional to lead the procurement function for MTR's rail business unit.

Key Accountabilities

  1. Business Engagement & Demand Planning: Develop and maintain strong relationships with stakeholders, including department heads and senior executives, to identify and consolidate procurement opportunities.
  2. Delivery Leadership: Oversee the development of in-depth knowledge and understanding of the rail business unit's objectives, priorities, needs, and requirements.
  3. Value and Performance Delivery: Demonstrate value-for-money achieved through Procurement Benefits (cost savings and cost avoidance) and meeting or exceeding operational and transformational key performance indicators (KPIs) targets.
  4. Source-to-Contract (S2C): Lead P&SC category teams to develop agile, fit-for-purpose sourcing and contracting strategies, maximizing competitive cost/value delivered while addressing WTO/Government Procurement compliance requirements.
  5. Procure-to-Pay (P2P): Lead the team to efficiently plan and execute post-award order management, supply operations, commercial/contract management.
  6. Supply Chain Risk Management: Lead supply chain risk reviews, including identification/assessment of risk events and causes, and develop/implement fit-for-purpose mitigation strategies.
  7. Supplier Relationship Management: Formulate and implement supplier development strategies and plans in collaboration with business stakeholders.
  8. ESG/Sustainability: Lead review and incorporation of ESG goals and targets in category and sourcing plans.
  9. Transformation and Change Management: Strive for excellence in maximizing business value outcomes through innovations and adoption of procurement leading practices.

Requirements and Qualifications

  • University Degree holder in Business, Procurement and Supply Chain, or other relevant field of study. Masters' degree strongly preferred.
  • Minimum 15 years' experience in procurement & supply chain roles, of which at least 6 years managing large size teams and with emphasis on business partnering.
  • Prior work experience in rail, transportation, infrastructure, industrial or other relevant sectors.
  • Demonstrate knowledge in relevant categories (e.g. OEMs, spares supply, E&M maintenance services, construction & civils projects, etc).
  • Strong business acumen, strategic thinking and negotiation skills with excellent analytical, leadership and stakeholder management skills.
  • Excellent communication, presentation and interpersonal skills for effective engagement with stakeholders and internal customers.
  • Excellent team leadership and change management skills with the ability to inspire and influence stakeholders at different levels of seniority.
  • Fluency in English required, proficiency in Cantonese/Putonghua a distinct advantage.
