Add expected salary to your profile for insights Deliver independent second-line FCC assurance across areas including AML/CFT, Sanctions, Fraud and ABC, ensuring that controls are designed and operating effectively and meet legal and regulatory requirements. Lead or participate in risk-based assurance reviews, drive timely remediation of identified issues, and provide clear MI to management to enable early detection and mitigation of financial crime risks across Hong Kong and overseas entities. Key Responsibilities Develop and execute a risk-based annual FCC assurance plan; defining scope engagements using risk assessment, data analysis and consideration of regulatory priorities. Lead end-to-end assurance reviews: including planning, walkthroughs, control design evaluation, operating effectiveness testing (incl. observation, inquiry, re-performance, sampling/data analytics), and workpaper documentation. Produce high-quality reports that include risk ratings, root-cause analysis and practical recommendations; present results to stakeholders and management. Track and validate remediation through to effective closure; challenge delays and evidence sufficiency to avoid repeated findings. Monitor regulatory developments and industry practices; assess their impact on control environment and reflect in testing coverage. Prepare dashboards/MI (including KRI, testing coverage, issue aging, IRA outcomes) for FCC management, Risk Committees and governance forums. Coordinate information requests for regulatory examinations and internal/external audits; ensuring consistent artifacts and messages. Contribute to continuous improvement and automation of assurance techniques, sampling approaches and reporting templates; leverage data where possible. Provide coaching and guidance to junior team members and control owners on FCC control design and testing expectations. Perform other tasks assigned by FCC management. Requirements Degree holder in Law, Accounting or related disciplines. 6 - 8 years’ legal, general audit, banking or compliance experience preferably in a sizable financial institution and/or regulatory bodies. Holder of Associate AML Professional (AAMLP) Certificate under the HKMA ECF on AML/CFT is preferred. Strong knowledge of CDD/KYC, Screening, Sanctions, Transaction Monitoring, Fraud, SAR/STR, Name & Payment Screening, AML systems and model governance concepts. Risk and control assessment, test design, sampling, data-driven testing, root-cause analysis, issue management, and closure validation. Expertise in AML/CFT, Sanctions, Fraud and ABC regulations and practices; solid understanding of regulatory expectations and industry standards. Well‑versed in market trends and developments affecting FCC (e.g., sanctions changes, typologies, technology/data considerations) in both local and global contexts.
