Senior Manager, Data and Analytics (Ref: R6544) The West Kowloon Cultural District Authority welcomes exceptional talent with a passion to realise the vision and mission of making the West Kowloon Cultural District a prime local and international destination for arts, culture and entertainment. This role will report to the Head, Business Applications and Sustainment. Key responsible of this role is to steer the IT data infrastructure and analytics platform development roadmap to align with the Authority’s vision and direction. Responsibilities Collaborate with the Enterprise Architecture team and Data Privacy Officer to establish and deliver on data governance framework, policies, standards, and guidelines for the Authority. Formulate, drive, and execute Data Strategy; collaborate with business owners to develop cross‑divisional data and analytics initiatives, define roadmap and actionable KPIs to drive organization goals. Formulate long‑term and short‑term plans by driving IT initiatives and managing related budget to enable continual adoption of new and relevant data and analytics technologies in the market to fulfil business requirements and digital transformation for the Authority. Manage vendor relationships and deliverables for IT outsourcing services and provide leadership in establishing and sustaining effective vendor partnership. Lead and provide mentorship and guidance to the team to strengthen and strategise data, analytics, and machine learning/artificial intelligence (ML/AI) capabilities to deliver Data‑as‑a‑Service for business operations and growth. Perform any other duties from time to time as reasonably assigned by the Authority. Qualifications Possess a recognized university degree or above in Computer Science, Data Engineering, Big Data Analytics or equivalent. Have a minimum of 12 years of data and analytics experience in large‑scale organisations with at least 5 years in team leadership or managerial position, with solid track record of managing a team in an enterprise setting. Have mastery of latest trends, technologies and developments in data governance, quality control, security management and related regulatory compliance. Have proven competence with big data and cloud technologies, as well as latest data management technologies, analytics, visualization tools and data governance. Have ability to work collaboratively with cross‑divisional business owners, IT leaders and external partners to discover new business opportunities. Have strong ability in managing stakeholder expectations, communicating the benefits and risks to non‑technical stakeholders and building a sustainable working relationship. Have experience to construct roadmap to drive change and innovation in data analytics/digital transformation with actionable KPIs to drive organization goals. Have past track record driving digital transformation and similar data‑driven initiatives to enable the company to improve customer experience.
