Vice President, ID & Database Management Team, Systems Operation Section Mizuho Bank, Ltd. in Hong Kong is a leading financial institution with a strong presence in the region, offering a full spectrum of corporate banking services to a diverse client base that includes Japanese, non-Japanese and PRC-domiciled corporations, financial institutions, and government entities. About the team Systems Operation Section (SOP) oversees daily system operations for both the head office and local EUC systems, provides hardware/software support, and implements IT solution projects. The Identification & Database Management Team (IDMT) manages Identity and Access Management (IAM) and Database Management System (DBMS) for all users, ensuring secure access, optimal data organization, and performance monitoring. Role requirements Follow policy and direction of the Section/Dept./Branch, and assist superiors in accomplishing overall duties. Delegate assignments and supervise subordinates in overall daily security control operations. Perform system security duties such as controlling user IDs, monitoring unauthorized access/use, and conducting user ID registration operations. Create application/memo instructions, reports, and necessary documents. Check license numbers before installation and create control documents. Implement information‑security controls related to IT issues and procedures, including license control and approval functions at software installation. Perform any other duties assigned by superiors. Essential Functions Manage IAM‑related projects, including access matrix design for new systems and regular review of access permissions. Conduct daily user ID and access authority control and provide support and proposals to branches and across the organization. Collaborate with cross‑functional teams to ensure system access control aligns with organizational standards. Work experience, education and skills Degree holder in Computer Science, IT, or a related discipline. Minimum 5 years of IAM/PAM experience in the financial industry. 2 years of people‑management experience is an advantage. Strong understanding of access management for M365, Windows (Active Directory), databases, and applications. Excellent project management and stakeholder engagement skills. Strong critical and logical thinking abilities. Solid grasp of security controls, compliance frameworks, and risk‑management principles. Holder of CISA, CISM, or an equivalent certification would be beneficial. Proficient in spoken and written English.
