Senior Technical Manager

Job Responsibilities Develop and implement preventive and corrective maintenance plans, including detailed checklists and procedures, to maintain facility standards. Lead and supervise the team, as well as monitor the performance of contractors and suppliers, ensuring all work meets quality, schedule, and budget expectations. Prepare, manage, and control the technical services operating budget. Oversee the procurement process for outsourced works, covering tender preparation, analysis, contract administration, testing & commissioning, and handover. Coordinate and manage the acceptance and handover of new building M&E (mechanical and electrical) systems, ensuring all installations comply with specifications, statutory requirements, and operational standards. Maintain close communication with main contractors, sub-contractors, and consultants throughout the handover process, resolving defects, verifying completion of works, and ensuring the proper submission of O&M manuals, as-built drawings, and warranties. Regularly review and update service standards, maintenance schedules, procedures, work records, and checklists to optimize operational efficiency and ensure compliance with statutory requirements at minimum cost. Prepare proposals and implement upgrading works for both building fabric and major systems to continuously improve operational standards in a sustainable manner. Ensure team health and safety by identifying and mitigating risks in planning, maintenance, and improvement works, and selecting appropriate materials and methods. Provide guidance, support, and resources to team members to resolve issues efficiently and effectively. Job Requirements Bachelor’s degree in Building Studies, Building Surveying, Building Services Engineering, Facilities Management, or related disciplines. Minimum 7 years of experience in property or facilities management, with at least 4 years at managerial level. Preferable professional qualifications: HKIS, HKIE, RICS, CIBSE membership, or Registered Electrical Worker License. Strong business and technical expertise, problem‑solving skills, and excellent interpersonal and communication abilities. Excellent command of spoken English and Chinese. Proficient in MS Office.
