Chief Executive

The Institute Established in 1973 under the Professional Accountants Ordinance (Cap. 50), the Hong Kong Institute of Certified Public Accountants (the "Institute") is the statutory body responsible for the professional training and development of certified public accountants in Hong Kong, as well as setting professional standards for the accounting profession. The Institute ensures the quality of entry into the profession through its Qualification Programme and promulgates financial reporting, auditing, and ethical standards that uphold Hong Kong's status as a premier international financial centre. The Institute currently has more than 47,000 members and over 12,000 registered students. At present, the Institute maintains a staff establishment of about 170 and operates a broad range of departments and functions. These include education and training, membership and admission, standard setting, advocacy and practice support in specialist areas, member engagement, and corporate communications. Position The Chief Executive and Registrar reports to the Council, the governing body of the Institute, which sets overall strategy, policy, and direction. The Chief Executive and Registrar is also a member of the Executive Committee, which provides guidance on policies, reviews operational issues, and oversees risk‑related and operational matters. As Registrar, the role is responsible for discharging the statutory functions required under the Professional Accountants Ordinance and By‑laws, including the registration of certified public accountants, maintenance of the registers, and secretariat duties for the Institute and Council. As Chief Executive, the role leads approximately 170 staff and oversees activities for more than 47,000 members and 12,000 registered students. The Chief Executive works with the Council to develop strategy and is responsible for implementing the Institute's strategic plans and initiatives. The role manages day‑to‑day operations, member services, financial management, compliance, risk, and stakeholder engagement, including liaison with government, regulators, and international counterparts. The Chief Executive also represents the Institute in advocacy and media relations, coordinates sustainability initiatives, and supports the Council as the Institute evolves in response to regulatory and market developments.
