Safety Manager (24-Month Renewable Contract) We are seeking a Safety Manager with strong safety leadership skills to provide site safety control and supervision for Urban Renewal Authority Design and Build (D&B) Contract Joint-user Complex (“JUC”) and Public Open Space (“POS”). This role involves close coordination with the Supervising Officer (SO) and Supervising Officer Representative (SOR), focusing on health and safety issues, site inspections, and accurate record‑keeping. The Safety Manager will oversee the site safety matters under the Technical Services Consultant (TSC) for Project Manager (Senior Structural Engineer) to coordinate with the TSC team and ensure a safe working environment on site. Standard working hours will be 6 days per week. Key Responsibilities Responsible to the SO/SOR and carry out duties as directed. Oversee the implementation and adherence to the safety management system, ensuring alignment with established safety policies, objectives, and procedures. Continuously monitor and enforce compliance with all relevant legislation, standards, and codes of practice regarding safety and risk management. Supervise adherence to regulations for site and environmental safety matters. Verify that site works are conducted safely and without risk, ensuring full compliance with industry standards and legal requirements. Review, comment on, and approve the safety plan and any submissions related to safety to the compliance of the Employer’s Requirements and statutory requirements. Conduct assessments, inspections, audits, incident investigations, and root cause analyses in relation to safety and risk for site and work activities. Carry out routine safety inspections and provide continuous recommendations for eliminating or reducing risks based on site inspections and ensure that follow‑up actions are completed effectively. Conduct thorough investigations of accidents and incidents, and prepare detailed reports to inform management and improve safety protocols. Provide training and organize promotion activities for the contractor on health and safety standards and best practices. Advise on any new and upcoming health and safety legislations and enable compliance with legal requirements. Liaise with the project team on all site matters. Maintain a site record of the daily activities on site and submit monthly returns to relevant parties as required. Attend safety inspections, site audits and follow up the corrective actions on non‑compliance. Qualifications and Experience Minimum of 5 years of experience as a safety manager or above in a completed project of the Architectural Services Department. Immediate availability is an advantage.
