Senior Procurement Policy Specialist – The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing infrastructure for tomorrow in Asia and beyond, with sustainability at its core. About the SPB Department The Strategy, Policy and Budget (SPB) Department develops and monitors the implementation of AIIB’s strategic agenda, oversees compliance with operational policies and procedures for infrastructure investment operations (non‑treasury) – including environmental, social, procurement and financial management – and monitors the annual business plan & budget. Job Summary The Senior Procurement Policy Specialist supports the Manager and Principal Procurement Policy Specialist in updating the Bank’s operational procurement policies, directives and instructions. The specialist ensures consistent, efficient and fair application of these policies by recipients of Bank financing and oversees procurement across projects to achieve fit‑for‑purpose, value‑for‑money outcomes. Responsibilities Support the development and update of the Bank’s Procurement Policy Framework and related directives, instructions, guidance and other documents, including standard procurement documents. Review project documents for investment operations to ensure appropriate fiduciary oversight. Monitor procurement activities of projects under implementation, and contribute to measures that improve procurement progress. Support operational procurement training for Bank staff and recipients of Bank financing. Assist with the development and implementation of the Bank’s new IT‑based operational procurement tracking portal. Liaise with procurement counterparts in other MDBs on co‑financing and policy harmonization issues. Perform other tasks assigned by the supervisor. Requirements Minimum 8–10 years relevant procurement experience for MDB‑financed infrastructure projects, and substantial experience in private‑sector procurement operations. Sound knowledge and significant experience of international best practice in infrastructure tendering and contracting strategies. Professional knowledge of public procurement legislations and international/national procurement policies and procedures. Substantial experience working with MDBs and/or other international/bilateral aid agencies on procurement policies and procedures. Strong awareness of current issues relating to public procurement, especially MDB‑financed procurement. Experience conducting project procurement risk assessments and recommending risk‑mitigation measures on policy, regulatory compliance and procurement strategy. Significant experience with IT‑based procurement monitoring and data management systems. Strong communication, analytical, project management and problem‑solving skills; ability to work well with a team. Good oral and written communication skills in English. Master’s degree or equivalent in engineering, public procurement or related fields from a reputable university; a professional Procurement Certification (e.g., CPSM, CIPS) preferred.
