Responsibilities Oversee the day-to-day operations of EDSP activities, ensuring high-quality service delivery and operational efficiency. Execute procedures and controls to discharge responsibilities under the EDSP Circular. Ensure all EDSPs comply with Hong Kong's legal and regulatory frameworks, including data privacy and cybersecurity laws. Develop and implement strategic plans to enhance EDSP capabilities and services. Act as the technical liaison between operations teams, software engineers, business users of technology, and compliance partners to provide operational insight for upcoming implementations and their supportability. Support multiple lines of business or applications of medium to highly complex technologies at regional level with multiple concurrent users, ensuring control, integrity and accessibility. Ensure compliance and audit activities are completed accurately and timely. Coordinate, plan and execute the transition of support activities for all strategic, roadmap and retirement applications. Conduct governance reviews with business sponsors and stakeholders to develop and enforce a plan for continual service improvement. Understand and analyze client requirements and provide appropriate solutions. Measure and improve adherence to ITIL processes and compliance standards. Collaborate with cross-functional teams to drive efficiency improvements and maintain effective communication with the business and compliance. Be available during off-hours and weekends to respond to high-severity incidents as needed. Qualifications 7+ years of diverse IT experience across application support, infrastructure, risk, compliance, and audit. Financial services or regulated industry experience is a plus. Deep understanding of Hong Kong’s regulatory environment for electronic data services. Proficiency with data management tools, SQL, and monitoring technologies (e.g., AWS, Splunk, Datadog, Grafana, Control-M, Python, Jenkins). Experience collaborating with regulators and compliance/risk teams to implement controls, processes, and policies. Strong communication, documentation, and problem-solving abilities. Experience managing both onshore and offshore teams. Familiar with ITIL and ITSM frameworks; ITIL certification preferred. Education Graduate degree in Computer Science or related field. About The Team And Role In this role, you will be part of Moody’s global Application Production Support team within the Rating Technology Group. You will oversee the quality and timely delivery of application support services within your portfolio, managed by vendor teams, to end users and business stakeholders. Key responsibilities include improving stability and availability through automation and continual service improvement, and serving as the escalation point for all business applications in the Asia Pacific region. This role also supports the operations of electronic data services within the Hong Kong office, ensuring compliance with regulators (Securities & Futures Ordinance: SFC) regarding use of External Electronic Data Storage Providers (EDSP).
